The incumbent for this position will work a full-time, Flexitime work schedule.

This is a supervisory, non-bargaining unit position.

Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.

Qualifications:

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to supervise and lead others.**

Ability to identify, analyze and resolve operational problems, particularly those related to circulation and access, using an integrated library system.**

Ability to plan and carry out an inventory management, circulation, cataloging, system administration and document fulfillment program in a library setting.**

Knowledge of integrated library systems, library applications, and other information technologies.**

Ability to communicate in writing.

Ability to communicate effectively other than in writing.

Responsibilities:

Performs the administrative and human resource management functions related to the staff supervised. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and completes work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Prepares work improvement plans, recommending personnel actions as needed. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests.

Responsible for participating in planning, coordinating and directing the circulation, tracking and document delivery activities of the Division. Participates in the formulation of, and carries out, policies in such areas as circulation of Library materials through the Division's circulation stations. 

Supervises staff involved in searching for requested items that are vague or not readily found, using an extensive knowledge of bibliographic tools and procedures. 

Serves as an expert in the intricacies of the Library's many catalogs and retrieval tools. Establishes liaisons in various areas of processing in order to assist in successful resolution of collections related problems. As requested, works closely with staff to improve the search and retrieval processes.

Responsible for developing effective and efficient search techniques. Develops alternative search strategies as the need arises.

Resolves the most difficult special search requests that require an expert knowledge in several areas including bibliographic procedures, knowledge of several languages, and a specialized expertise in a field of government documents. Serves as an expert in the intricacies of the library's many catalogs and retrieval tools. Locates and expedites the retrieval of elusive and difficult to locate materials.

Receives requests with difficult bibliographic problems, or that may involve highly specialized and scholarly research demands. Determines how far a search should go, and makes recommendations for replacement or withdrawal of records from all files.

Trains lower grade employees in accomplishing their tasks, answering questions and following up to ensure that the work is done accurately and in a timely manner.

Participates in developing and implementing a range of special projects to be performed for improving inventory control and tracking. Projects are evaluated in terms of funding implications. 

Within the Library, serves on various committees and task forces dealing with new technologies and policy development effecting inventory control, tracking, user services and searching. Serves on committees and other groups involved in investigating new technologies and their possible application to library programs.

Conducts searches to identify and resolve problems with library materials generated by collections integrity programs, transfer of collections to off-site storage, new book review program, and other special inventory programs. Identifies and notes errors in the LC ILS record which may require editing of the entry. Uses a sound knowledge of the flow of materials through the processing channels of LC, and traces materials which may be at any stage of the processing cycle. 

Performs various other duties as assigned.
