The Executive Director is responsible for the administration of the day-to-day operations of the home care provider. This includes coordinating and completing assigned projects to effectively support the immediate and long-range objectives of the company; oversight of the eligibility of patients referred to personal care services, planning for the services to be provided to patients and supervising their total home health care; implementing and maintaining administrative practices, agency philosophy, goals, and policies which assure compliance with applicable state and federal regulations; enhancing the profitability of the agency; and providing motivation and retention of a qualified staff and assure the quality of services delivered. This position also acts as a liaison with management staff and other departments throughout the company.
Responsibilities
- Responsible for continual compliance with all federal and state regulations, laws, and policies and procedures applicable to the services provided and licensure and/or certification of the agency. Maintains personal knowledge of up-to-date federal, state, and accreditation requirements.
- Ensures that only qualified personnel are hired and appropriately trained and that there are adequate staff to meet the client’s needs. Operates the location within the Company staffing model. Verifies licensure, certification, background checks and credentialing as required by law and policy prior to employment and annually thereafter. On an on-going basis, ensures that employees meet all in-service and educational requirements annually and ensure maintenance of records to support education and competency of all personnel.
- Ensures the compliance, maintenance, confidentiality, and security of all employee and client records.
- Ensures the compliance with electronic visit verification as required.
- Acts as a liaison between staff, patients, the community, referral sources, physicians, agency managers/supervisors and home office departments.
- Performs staff case conferences as needed and mandatory in-services including but not limited to monthly staff/safety meetings.
- Directs daily agency activities to ensure that effective and efficient operations are in place to provide quality service and accurate reimbursement of services. Assists agency personnel as needed, including timely answering of phones, customer service and timely acceptance and admission of clients.
- Directs the operational processes to ensure agency fiscal performance meets budget and supports growth strategies including review of weekly and metrics, productivity and agency financial statements to ensure the organization is on target with budgeted goals. Follows up, addresses issues, and implements action plans as appropriate to meet goals.
- Ensures compliance with authorization, billing, and payroll process and timelines.
- Is accessible and available during all hours in which services are being provided to clients
- All other duties as assigned.
Education and Experience
Executive Director III- serves as the administrator of the provider and must meet the following requirements:
- One Year of Home and Personal Care Services management experience preferred
- Current driver's license, vehicle insurance and access to a dependable vehicle, or public transportation.
- Licensed Registered Nurse preferred.
Additional State Specific Requirements
- AR: Must be a Registered nurse licensed in the state of practice with at least one (1) year of supervisory or administrative experience in home health care or related health provider program.
- FL: Must be a registered nurse licensed in the state of practice or an individual with at least one (1) year of supervisory or administrative experience in home health care or related health provider program.
- NC: Must be a registered nurse licensed in the state of practice or an individual who has two (2) years of supervisory or management experience in home care or any other licensed provider or an individual with a bachelor's degree in health, business or public administration science and at least one (1) year supervisory or management experience in home care or other licensed health care program.
- TX: Must be a registered nurse licensed in the state of practice with at least one (1) year management of supervisory experience in a health-related setting or a possess a high school diploma or general equivalency degree (GED) with two (2) years of management or supervisory experience in a health-related setting. Must not have been convicted of a felony or misdemeanor listed in Tag 97.601(b). Must have evidence of 8 clock hours of educational training in the administration of an agency within the 12 months preceding designation of position per Texas Administrative Code.
