This role engages in data analysis, community planning, and cross-sector collaboration to identify and respond to emerging needs in Lewis, Mason, and Thurston counties. As part of the Agencys broader planning responsibilities, the Planning Manager also develops and updates the Area Plan to ensure it reflects current community needs and supports the development of new programs, services, and funding opportunities for the populations we serve.ESSENTIAL JOB FUNCTIONS & RESPONSIBILITIESWith coordination and support from the Planning Director, lead Area Plan development and updates by conducting needs assessments, analyzing service gaps, risks and additional opportunities for improvement.Assists in planning, developing, and updating the Agencys Area Plan to reflect current community needs in Lewis, Mason, and Thurston counties.Working with leadership across departments to identify Area Plan goals and objectives.Ensure alignment between Agency initiatives, strategic priorities, and regulatory requirements.Contribute to internal planning and data analysis projects by analyzing and synthesizing population, service, and community data used to support advocacy priorities, inform planning decisions, and strengthen grant proposals.Contribute to program and service reports disseminated to internal and external stakeholders.Under the direction of the Planning Director, support cross-unit and inter/intra departmental work groups and participate in community partner engagement activities, as assigned.Represent the Agency in meetings, committees, and workgroups as assigned.Stay informed on emerging trends, regulations, and best practices in public-sector planning and policy.Expected to maintain a clear understanding of, and comply with, all Agency policies and procedures.Facilitate shared learning, and technical assistance, on business and operational practices that support sustainable, effective service delivery for organizations serving older adults, caregivers, and adults with disabilities within our service area.Support Management on special projects, strategic planning activities program development, as assigned.Other tasks as assignedCORE COMPETENCIES & JOB REQUIREMENTSExercising independent judgment and generating innovative solutions.Strong analytical, research, and critical-thinking skills.Knowledge of planning and research methods; principles of community engagement and organization.Ability to design and implement planning and research projects; design and administer data gathering instruments, such as surveys or questionnaires.Ability to navigate a political and complex landscape (city, county, state)Understanding of the aging and disability network programs for older adults, adults with disabilities, and caregivers.Understanding and interpretation of legislation, code, rules, regulations, and requirements.Ability to write clear and concise reports and other documents; work with and, as necessary, lead planning groups and committees; work independently under general supervision.Effectively engage community members and partners from diverse backgrounds in focus groups, surveys, and input processes.Clear communication and ability to set expectations.Managing ambiguity and uncertainty, and the ability to be flexible, and resilient.Ability to use data for policy decisions, service delivery, and continuous quality improvement.Valid/current WA State Drivers License with current automobile insuranceSuccessfully pass a background check according to DSHS/ALTSA and agency policiesEDUCATION AND EXPERIENCE:Bachelors degree in planning, public administration, public health, urban design, environmental studies or related field and two years of experience in planning, or community building, related to land use, urban economics, human services, environmental issues, conservation, or other work directly related to planning and development activities. Previous experience in aging and/or disability services preferred. WORKING CONDITIONSThis position requires an ability to perform office functions in a hybrid work model, which includes working two days per work week in a designated Agency office and the remainder of the week in a designated home office. Work is performed indoors in an office environment, usually on weekdays between the hours of 8:00 AM and 5:00 P.M.
