General Description of Duties
This position involves responsible, independent, and customer service-oriented professional work in support of the Human Services Division, aimed at addressing the needs of Leon County’s most vulnerable residents. The Human Services Specialist administers and monitors human services programs to ensure compliance, operational efficiency, and overall effectiveness.
Key responsibilities include client screening, determining eligibility, providing guidance and referrals, monitoring contract compliance, and supporting various human services initiatives. The role requires regular interaction with program participants, including clients, nonprofit partners, and other community stakeholders.
While the position operates under the general supervision of the Director, it demands a high degree of independent judgment, initiative, and a strong commitment to delivering quality services.

Essential Duties
Provides administrative support for the Community Human Service Partnership (CHSP) for Leon County. CHSP is a collaboration between Leon County and the City of Tallahassee. Reviews monthly and quarterly invoice packets from CHSP funded agencies. Conducts site visits to all CHSP applicants along with Citizen Review Teams during the CHSP application process. Provides support for mandatory workshops for social service agencies who are applying for CHSP funding.
Administers the County's Indigent Cremation and Burial Program including the development of procedures for the Indigent Cremation and Burial Program and client intake and eligibility. Processes applications, ensuring all required documents are obtained; certifies income; sends confirmation letters. Ensures that each client is properly qualified or disqualified for services based on program policy, and is properly notified of decision. Assists in ensuring files are ready for auditing and monitoring reviews.
Works closely with the Consolidated Dispatch Agency, the Medical Examiner's Office, funeral homes, police department, Sheriff's department, hospitals, nursing homes, and hospices to make eligibility determinations. Monitors, evaluates, and reports on the effectiveness and efficiency of the Indigent Cremation and Burial Program. Manages all Leon County Indigent Cremation and Burial contracts to ensure compliance.
Provides support services for the Human Services Division, including assistance with program delivery and office operations. Responsibilities include serving as the Human Services webmaster, providing backup coverage for the front desk receptionist as needed, serving as a licensed notary for client and office documents, and assists with events for all HSCP Divisions.
Other Important Or Marginal Duties
All Leon County employees (regular, full-time, part-time, OPS and PRN) are required to work before, during and after a Declared State of Emergency (DLSOE). Participation is considered a condition of employment.
Minimum Qualifications
Education: Requires a high school diploma or GED and two years of experience. A degree in Public Administration, Social Science, Social Work, Psychology or related work experience may substitute for experience.
Knowledge, Skills And Abilities
A knowledge of the general operational practices of state and county government.
Skills in written and verbal communication.
Skills in computer efficiency, including Microsoft Office Programs (Excel, Word).
Ability to take on multiple tasks and meet set deadlines.
Ability to review budget documentation, including invoices.
Knowledge of word processing software; spreadsheet software; database software; e-mail software; phone systems; Neighborly Portal; CHSP Portal.
Selection Guidelines: Formal application, rating of education and experience; oral interview and reference check.
