General Description Of Duties

This is a professional position involving the development, preparation, implementation, and execution of the county-wide budget for all fund entities of Leon County.

Essential Duties

Manages the development of the annual budget and Capital Improvement Program.

Prepares the official annual County preliminary and final budgets. Responsible for compliance and legal requirements in developing the budget.

Compiles budget requests for appropriations and reviews requests for statutory compliance and calculates all reserve requirements for appropriations. Recommends the earmarking of budgeted and actual reserved and restricted funds not otherwise available for annual appropriation.

Responsible for budget administration and control. Reviews all budget amendments prepared by OMB.

Responsible for monitoring all revenues and making appropriate recommendations to address potential deficiencies.

Responsible for ensuring ongoing compliance with all applicable statutes and ordinances. Responsible for compliance with governmental accounting, auditing, and financial reporting procedures.

Develops and administers appropriate work plans for management reviews and projects assigned by the Board and the County Administrator. Creates content for presentation materials for Board workshops.

Prepares memorandums and reports as needed. Provides community-based presentations to various groups as required.

Supervises Budget Analyst positions.

Serves in the absence of the Director.

Other Important Or Marginal Duties

Handles management reviews and projects. Develops and administers appropriate work plans for management reviews and projects assigned by the Board and the County Administrator. Creates content for presentation materials for board workshops.

Knowledge, Skills, And Abilities

Knowledge of general accepted accounting principles and practices. Knowledge of governmental accounting, auditing, and financial reporting practices and procedures. Knowledge of principles and practices of State laws, rules, and regulations of governmental budgeting. Knowledge of microcomputer software, such as Excel. Ability to translate budgetary principles, policies, and practices into a coordinated system of budgetary reporting compliance. Ability to establish and maintain effective working relationships with several Constitutional Officers, the departments under the County Administrator, and County employees.

COMPLEXITY OF WORK

This position requires a high degree of initiative and ingenuity. The position is often required to exercise a high degree of independent judgment. The position will be required to manage the overall budget development process and be responsible for all aspects of preparing, analyzing, and reviewing budget and finance materials.

INTERNAL AND EXTERNAL CUSTOMER CONTACT

Work requires daily contact with the Board and staff at all levels handling amendments, information requests, and budget preparation.

EQUIPMENT AND TOOLS USED

These include computer, word processing and spreadsheet software, data base software, and Banner.

WORK ENVIRONMENT AND PHYSICAL DEMANDS

Work is usually performed in an office environment. The employee is regularly required to sit.

Minimum Qualifications

Requires graduation from an accredited four-year college or university with a bachelor's degree in Business Administration, Public Administration, Finance, Accounting or a related field and five years of related work experience; or an equivalent combination of training and experience. Two years of supervisory experience preferred.

Necessary Special Requirements

Must possess a valid State of Florida Class "E" operator's license and have a favorable driving record.

All Leon County employees (regular full-time and part-time, OPS, and PRN) are required to work before, during and after a Declared Local State of Emergency (DLSOE). Participation is considered a condition of employment.

Selection Guidelines

Formal application, rating of education and experience, oral interview, reference check, and drug testing.

FLSA STATUS: Exempt. Position is responsible for performing, supervisory and, administrative work overseeing countywide management and budgeting activities.
