Job Description
This position is responsible for complying with estimating procedures in the performance of EEST tasks. The individual may participate in identifying estimating software improvement techniques. In this role, the individual acts autonomously on small projects. The individual will also be assigned to provide estimating software support on larger tasks, which may require the EEST lead to be responsible for the work product. This is an advanced learning position when developing engineering, procurement, and construction (EPC) cost estimate software solutions. This position will require moderate supervision when performing estimating software tasks.

- Advanced understanding of the use and purpose of Work Breakdown Structures (WBS) in developing estimates
- Develop a solid understanding of indirect costs and conceptual estimating theories and techniques
- Demonstrate a basic understanding of estimating software supervisory techniques
- Demonstrate basic understanding of Estimating role in Baseline Centric Execution
- Demonstrate basic understanding of the Phases of Construction
- Participate in people development through mentoring, development of training material, and performance appraisal input and counseling
- Establish a fair understanding of Key Quantities and the different Cost Types and Categories of an Estimate
- Other duties as assigned
- Accredited four (4) year degree or global equivalent in applicable field of study and six (6) years of work-related experience or a combination of education and directly related experience equal to ten (10) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
- Knowledge in the following: o Programming in the C# and Java languages from scratch o Visual Studio o Model-View-Controller Programming Architecture o Stored Data Manipulation
- The following are secondary skills, but would be an advantage: o PowerBI o The DAX syntax o R or M Scripting o SQL or MySQL o VBA for Excel o MS Excel Advanced Formulas
- Proof of U.S. citizenship is required.
- Stay abreast of current estimating software by maintaining expertise through the numerous opportunities provided by professional organizations or by networking with other IT and/or estimating specialists within the engineering, procurement, and construction management (EPCM) industry
- Be knowledgeable about business line systems relating to estimating software
- Become familiar with knowledge management portals and communities about forum questions and discussions
- Become knowledgeable about the benefits of Cost Competitive Execution, Excel to Win, Business Risk Management Framework (BRMF) and Strategy to Win; actively promote innovative ideas and solutions
- Minimum of four (4) years of experience using any of the Fluor Estimating Systems or four (4) years of experience using Industry recognized estimating software systems
- Demonstrate technical ability, combined with communicative skills, to lead estimate software development
- Some knowledge about internal Cost Systems, Progressing Systems, Level I and II Schedules, Work Breakdown Structures and Project Status
- Recognized as being proficient and requiring limited or minimum supervision in the following areas: Fluor Services Costs, Input of Data into Historical Database (EMS – Experience Management System)
- Recognized as being familiar but requiring guidance and supervision in the following areas: EMS Portal.
- Good analytical and above average computer skills.
- Can read and analyze scripts, troubleshoot issues
