Job Description

Open to candidates who are permanent or to those who filed for THE NEW YORK CITY BRIDGE EXAM No. 3971 From: June 7, 2023, To: July 18, 2023

The Division of Finance has central responsibility and authority for policy analysis, program development, performance tracking and improvement, financial management, resource maximization and technical assistance. Finance helps to ensure that programs and administrative operations have the information, analysis, funding and technical capacity to deliver critical services effectively and meet DOHMH's objectives

The Bookkeeper would be reporting to Assistant Directors along with other staff. The Bookkeeper will be responsible for monitoring, tracking, and claiming.

Duties

  • Under general supervision, with some latitude for independent initiative and judgment, performs responsible supervisory bookkeeping functions.
  • Monitor the fiscal operation of city, federal, state and private grant funded programs to ensure compliance and assist programs in more efficient/effective approaches to program administration.
  • Verifies accounting data for accuracy and completeness.
  • Utilize manual and automated office systems.
  • Collect, classified, evaluate, and analyze financial data submitted by programs and prepares reports.
  • Reviews documents to ensure that necessary entries are made.
  • Research the programmatic implications of proposed policies, including identifying the impact to, Personnel Services and Other Than Personnel Services budgets.
  • Utilize different accounting strategies to determine if revenue targets will be met and advises the Revenue Manager and Director of Grants Revenue & IC.
  • Collect and assemble data and prepares comprehensive reports to track revenue, expenditure, and operational activity by synthesizing multiple databases. Verifies accounting data for accuracy and completeness.
  • Make recommendations to the program representatives for changes and corrections of errors.
  • Completes ad-hoc projects and assists with Annual Comptroller's exercises: Fiscal Year close & Single Audit.
  • Ensure full compliance with all Federal, State and City policies and procedures.
  • Prepare fiscal summary reports and analyses, making recommendations to supervisory staff concerning provision of additional funding of existing or new programs.
  • Assign work and schedules training. Resolves the more difficult work flow problems; adjusts work procedures and methods.
  • Assist in the development and implementation of new policies and procedures in the temporary absence of the supervisor, may assume the duties of that position.

Qualifications

  • Completion of 30 semester credits from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA), including 6 credits in accounting; or
  • A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization, and two years of satisfactory full-time bookkeeping experience; or
  • A satisfactory combination of education and/or experience equivalent to "1" or "2" above. College education may be substituted for experience in "2" above on the basis that 15 semester credits from an accredited college may be substituted for each year of required experience. However, all candidates must have a high school diploma or its educational equivalent, and either 6 semester credits in accounting from an accredited college or 6 months of experience as described in "2" above.

To be eligible for placement in Assignment Level III individuals must have, in addition to meeting the minimum requirements, at least one year of experience as a Bookkeeper (40526) or at least four years of satisfactory full-time bookkeeping experience.
