Primary Physical Work Address

This is a remote position that is primarily tasked with performing work duties via flex-place (aka telework, work-from-home arrangements) with infrequent on-site visits with client groups, including to the position address at 1707 Cole Blvd., Suite 300 Lakewood, CO 80401. Position will also be required to work as needed at the Divisions Arapahoe Park and off- track facility located at 26000 E. Quincy Ave. Aurora CO, 80016. This Hybrid position is primarily in office or at Arapahoe park but may have the option to work partially remote as determined by the needs of the Division.

Description of Job

Division Of Racing

The Division of Racing Events is a law enforcement and regulatory agency with the responsibility to administer and enforce the laws and rules of the Colorado horse racing industry. This position will be provided with training and professional development in the technical expertise, guidance and support the Division requires to help meet its mission.

What We Do

  • Processing license applications and collect fees.
  • Conducting background investigations of applicants.
  • Compliance and administrative investigations of a licensee that have been alleged to have violated statutes and regulations concerning various types of consumer/public harm.
  • Conducting ccompliance investigations into unlicensed and criminal activities within Horse Racing.
  • Conducting compliance inspections.
  • Providing educational services to the public.

A typical day in the life of a Compliance Investigator Intern:

This position exists to fulfill the statutory responsibilities to administer and enforce Colorado racing laws and rules in a fair and consistent manner. This position will work with staff to learn how to perform daily tasks, duties and assignments for the Director, the Division and the Racing Commission. This position will work with staff to learn to operate independently and will serve as a point of contact with the racing public and the Division.

Primary Duties

Compliance Investigator Intern

  • Learn to plan and conduct compliance inspections and investigations of violations pertaining to the racing Industry.
  • Assist in utilizing a variety of databases to support compliance investigations .
  • Assist in the interview of witnesses, suspects, complainants, and the general public to detect, discover, obtain additional information or evidence related to the investigation.

Learns Statutory Enforcement

  • Responds to complaints, learns/assists other staff members in conducting interviews of victims, witnesses, and suspects. Proactively assist in conducting inspections of stable facilities at the race track as well as other off-track betting locations as a compliance investigator intern to assist in preserving the peace, and prevent and discourage violations of Colorado racing laws and rules.

Learns Regulatory Compliance

  • Learns/Assist in conducting comprehensive compliance inspections. Assists other staff members to plan, coordinate, and execute effective complex investigations into alleged violations of Colorado Laws and Regulations.
  • Learns/Assist staff members in determining compliance with applicable laws and regulations based upon analysis.

Administrative

  • Provide technical assistance, including giving statements, testimony and presenting evidence to the Board of Stewards, Commission or Director when requested.
  • Assist in background investigations and eligibility requirements of all racing license applicants.

Minimum Qualifications

Experience Only:

Four (4) years of relevant compliance experience in a regulatory environment.

OR

Education And Experience

A combination of related education and/or relevant compliance experience in a regulatory environment equal to four (4) years.

Necessary Qualifications

  • Must possess and maintain a valid Driver’s License (at the time of application).
  • In state travel required.
  • Must be willing and able to perform duties outside of the traditional

business hours of 0800 - 1700 as part of the position of Compliance Investigator

Intern.

  • Applicants must successfully pass a pre employement Background Check (to include fingerprinting), Tax Check. prior to being appointed to a position in the Racing Division.
  • Necessary Drug Screen as required.
  • Will be required to work weekends and holidays as assigned.

Preferred Qualifications

The ideal candidate will possess the following skills:

  • Knowledge of Colorado rules and regulations related to Racing Division.
  • Outstanding candidates will have recent experience with compliance interpreting and applying statutes and researching databases.
  • Additional years of compliance experience in a regulatory environment.
  • Excellent communication and interpersonal skills.
  • Proven ability to work independently and accept supervision.
  • Proven success organizing and tracking workload.
  • Proficiency in the Microsoft Office Suite.
  • Proficiency in Google Suite.
  • Excellent oral and written communication and interpersonal skills.

Conditions Of Employment With The CDOR

Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.

As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations .

Pursuant to the Universal Driving Standards Policy (https://osc.colorado.gov/sites/osc/files/documents/Universal Policy Driving Standards.pdf) , any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle.

To Be Compliant With The New Fleet Vehicle Policy, Motor Vehicle Records (MVRs) Will Be Pulled For Review For Workers Who

  • Have an assigned State fleet vehicle
  • Are required to operate a vehicle as part of the position
  • Utilize a State fleet vehicle as a pool vehicle
