The State Highway Administration's (SHA) Office of Environmental Design is currently recruiting for an Administrative Chief (Administrator II) in Baltimore City. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy only. You will need to reapply for any future recruitment conducted for this job classification.

Nature of work: The main purpose of this position is to function as the Human Resource Administrator for the Office of Environmental Design (OED) to ensure that all personnel and administrative operations are handled effectively and efficiently for OEDs six Divisions. This position reports to the OED Director and is responsible for administering all HR functions for a staff of 63 permanent employees with approximately 15 on-site and field consultant staff. This position also functions as Unit Training Coordinator and procures training as well as goods and services using the State of Maryland Corporate Purchasing Card.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five (5) years of experience in administrative staff or professional work.

Selective Qualification: One (1) year of experience in human resources or personnel transactions

This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires a specific or additional bona fide occupational qualification (i.e. knowledge, skill or ability). No substitutions are allowed for a selective qualification.

Notes

  • Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
  • Candidates may substitute the possession of a bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
  • Candidates may substitute the possession of a master's degree from an accredited college or university for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.
