Operations Manager - Resiliency

About LEMOINE

LEMOINE, a Great Place to Work-Certified company, is a recognized leader in disaster recovery, resiliency, and emergency management. With a commitment to excellence and a track record of successful execution, LEMOINE has earned its reputation as a trusted partner to federal, state, local, and private-sector clients navigating the full disaster lifecycle.

LEMOINE Resiliency delivers preparedness, mitigation, grant management, recovery, and environmental services funded through Community Development Block Grant Disaster Recovery (CDBG-DR), Community Development Block Grant Mitigation (CDBG-MIT), FEMA Public Assistance and Hazard Mitigation Assistance, FEMA Preparedness Grant Programs, and a wide range of other federal, state, and private funding sources. Our clients include state and local governments, utilities, healthcare systems, airports, ports, and other owners of critical infrastructure who rely on us to plan, fund, manage, and deliver the programs that make their communities stronger.

The Role

We are seeking an Operations Manager to run the day-to-day business of a Resiliency service line and to grow it. This leader reports to the Vice President of the business unit and is accountable for both sides of the ledger: the operations that deliver our work and the sales that bring in the next project. The Operations Manager is a seller-doer. They lead engagements, develop staff, manage project financials, and carry an active pipeline of pursuits with state and local governments, utilities, healthcare systems, infrastructure owners, and private clients.

Depending on the business unit, the portfolio may include emergency planning, training and exercise programs, hazard mitigation planning, grant administration and compliance, disaster case management, staff augmentation, program and construction management for mitigation and infrastructure-funded projects, and related professional services. The Operations Manager translates the Vice President's growth strategy into executed work, repeat clients, and a bench of talent that can scale with demand.

Job Location: This position is REMOTE, with significant travel expected to client engagements, project locations, and business development activities.

What We Are Looking for in a Leader

Thought Leadership

  • Understanding the Business: Apply working knowledge of the disaster lifecycle and the funding streams behind it to identify where LEMOINE can deliver value. This includes preparedness, mitigation, grant management, and the adjacent professional services that serve the same clients.
  • Shaping the Market: Track regulatory developments, federal and state funding cycles, and agency priorities. Turn that awareness into service offerings, pursuit targets, and competitive positioning for the business unit.
  • Making Complex Decisions: Work through government procurement, multi-agency coordination, and competing client priorities. Balance near-term delivery with long-term positioning.

Results-Driven Approach

  • Driving Revenue: Carry an active pipeline, advance capture efforts, and close new work across multiple states and service lines. Lead pursuits in your markets and support the Vice President on the large ones.
  • Owning the Numbers: Manage project margins, utilization, overhead, and forecasting for the service line. Deliver profitable growth, not just growth.
  • Managing Execution: Ensure every engagement, from a multi-year grant program to a short-term deployment, is delivered on time, on budget, and to a standard that earns repeat business and referrals.

People Management

  • Building Collaborative Relationships: Build trusted relationships with emergency management directors, county and municipal executives, utility and healthcare leaders, planning officials, engineering-firm partners, and subcontractors. Represent LEMOINE at conferences and industry events.
  • Developing Talent: Attract, develop, and retain project managers and subject matter experts. Build teams that reflect the communities we serve and can scale with demand. Mentor the next generation of leaders in the business unit.

Personal Attributes

  • Being Authentic: Exhibit courage, instill trust, and promote honesty, integrity, and authenticity in all aspects of leadership and client engagement.
  • Being Open: Demonstrate self-awareness, seek personal development, manage ambiguity, embrace nimble learning, exhibit resiliency, and practice situational adaptability.

Job Responsibilities

  • Manages day-to-day operations of the service line, including staffing, scheduling, resource allocation, quality control, and client communication across all active engagements.
  • Owns project-level financial performance, including budgets, margins, billing, utilization, change management, and monthly forecasting, and reports results to the Vice President.
  • Leads business development within assigned markets and geographies: identifies, qualifies, and pursues opportunities, develops client relationships, and closes new work in a seller-doer capacity.
  • Supports the Vice President and senior leadership on large, multi-state, and enterprise-level pursuits, including teaming strategy, win themes, pricing, and oral presentations.
  • Serves as the primary point of contact for assigned clients, ensuring satisfaction, resolving issues, and positioning LEMOINE for follow-on and expanded work.
  • Applies and translates federal and state program requirements, including 2 CFR 200, the Robert T. Stafford Act, HUD CDBG-DR and CDBG-MIT guidance, FEMA Public Assistance and Hazard Mitigation Assistance programs, FEMA Preparedness Grant Programs, and HSEEP, into compliant, executable project plans.
  • Provides advisory and consulting services to clients across the service line's portfolio, which may include emergency operations planning, continuity of operations, hazard mitigation planning, grant administration and compliance, program and construction management, disaster case management, training and exercise design, and staff augmentation.
  • Builds and maintains relationships with emergency management agencies, county and municipal governments, utilities, healthcare systems, infrastructure owners, engineering-firm partners, and subcontractors.
  • Plans and supervises proposal efforts in collaboration with capture managers, proposal staff, marketing, and subject matter experts; ensures estimates and proposals are accurate, complete, and compliant with program requirements.
  • Develops written materials and tools for presentations, policies, procedures, program implementation, training curricula, exercise design, and after-action reports.
  • Recruits, onboards, develops, and evaluates project managers, deployed personnel, and subject matter experts; builds the bench the service line needs to scale.
  • Monitors regulatory developments, funding announcements, and market dynamics and recommends new service offerings and pursuit targets to the Vice President.
  • Demonstrates proficiency in enforcing and complying with LEMOINE's LIFE Safe Work Practices.

Required Qualifications

  • Bachelor's Degree from an accredited university in Emergency Management, Public Administration, Homeland Security, Business Administration, Engineering, Construction Management, or related curriculum, or equivalent work experience.
  • 7 years of professional experience in emergency management, disaster preparedness, hazard mitigation, grant administration, disaster recovery, program or construction management, or government consulting, including 3 years managing teams and project financials.
  • Demonstrated success in business development, including building client relationships and winning work with state, local, tribal, territorial, or private-sector clients.
  • Experience delivering services such as emergency operations planning, training and exercise programs (HSEEP), continuity of operations planning, hazard mitigation planning, grant administration, program or construction management, disaster case management, or staff augmentation.
  • Working knowledge of federal grant programs and regulations, including 2 CFR 200, FEMA Public Assistance and Hazard Mitigation Assistance, FEMA preparedness grant programs, or HUD CDBG-DR and CDBG-MIT, and of federal, state, and local procurement processes.
  • Solid skills in budgeting, financial analysis, scheduling, and proposal development, as well as excellent teamwork, communication (written and oral), and interpersonal skills.
  • Ability to prioritize competing project, client, and organizational needs and make sound judgments in a dynamic environment.
  • Willingness to support business development initiatives after work hours and on weekends as required to achieve market and business development goals.
  • Willingness and ability to travel, as required.

Preferred Qualifications

  • Master's Degree in Emergency Management, Homeland Security, Public Administration, Business Administration, or a related discipline.
  • Project Management Professional (PMP), Certified Emergency Manager (CEM), or Certified Floodplain Manager (CFM) certification.
  • Established relationships with state and local emergency management agencies, FEMA regional offices, HUD program offices, or utility, healthcare, airport, or port owners.
  • Experience with NIMS/ICS frameworks and completion of ICS 100, 200, 300, 400, 700, and 800 courses.
  • Prior profit-and-loss or direct financial accountability for a project portfolio, practice area, or office.
