Overview

The Housing and Policy Manager contributes meaningfully to LeadingAge PA’s mission to advance the evolving aging services ecosystem by leading and coordinating the association’s senior affordable housing value proposition and supporting and contributing to the association’s broader regulatory work in addition to other duties. This includes conducting research, staying up-to-date and composing letters and comments on legislative/regulatory issues; participating in advocacy efforts; assisting with regulatory analysis, guidance, and technical support; drafting communications to members; and other duties as assigned or noted below.

LeadingAge PA is a hybrid workplace: All employees are required in the office on Wednesdays and Thursdays, with remote work allowable on other days of the week depending on job duties. Candidates must be located within driving distance of the office in Mechanicsburg, PA.

Essential Duties

Oversees and executes the Association’s value proposition for senior affordable housing to equip and provide members with needed tools, resources, education, and advocacy. This includes, but is not limited to:

  • Management of the Association’s Housing Affinity Group
  • Development of communications, educational programs, and webinars
  • Planning, facilitation, and participation in housing-related meetings and events
  • Advancement of the Association’s affordable housing policy priorities by: monitoring and analyzing issues affecting affordable housing providers, including composing bill analyses, testimony, and tracking legislation; assisting in the development of Association positions, advocacy strategies, and resources related to housing policy and programs; development and execution of advocacy initiatives through VoterVoice and other methods
  • Development and maintenance of a strong network of contacts with jurisdiction over, or an interest in, affordable housing

Assists with the Association’s broader regulatory efforts and related activities, including regulatory analysis, technical assistance, development of regulatory resources and communications, and support for affinity groups, workgroups, and other regulatory-related initiatives.

As needed, composes draft letters and testimony on issues important to the organization, such as legislative and regulatory proposals, etc.

Provides outreach and communication to Association advocates and members, including researching and promptly providing members’ answers to questions/issues.

Participates in meetings with other associations, provider groups, advisory councils, and the legislature and/or state agencies, as needed.

Responsible for helping to represent the Association’s interests by building and maintaining strong relationships with key elected officials, stakeholder groups, and governmental entities; this includes maintaining an active lobbyist registration with the Pennsylvania Department of State.

Attends the Annual Conference, or other meetings or conferences as requested; assists as assigned.

Basic Qualifications

  • Bachelor’s degree in related field of study preferred; equivalent experience will be considered
  • A minimum of five (5) years of public policy and/or/regulatory experience preferred; familiarity with affordable housing and the aging services sector is a plus
  • Proficient verbal and written communication skills
  • Proficient analytical and report-writing skills
  • Computer proficiency and advanced knowledge of Microsoft Office platform, PowerBi, and survey design tools such as Alchemer
  • Knowledge of various office equipment
