Position Summary
The Site Manager will provide the 628th Communication Squadron (CS) Base Telecommunications Systems (BTS) Operations and Maintenance (O&M) services located at Joint Base Charleston (JB CHS), South Carolina (SC) with highly reliable wired telecommunications, networked voice, video and data services, system administration, servers, voice mail support, base telephone system, infrastructure outside plant (OSP) and inside plant (ISP) transmission systems, Telecommunication Management System (TMS) including Call Accounting system, Global Positioning Services support and associated equipment included in other systems (e.g. Radio, wireless, paging equipment). Maintain, activate, and troubleshoot telephone equipment including VoIP, Media Gateway’s and attached devices, copper and fiber installs. Operate and maintain, perform preventive maintenance and repair of the BTS system in accordance with (IAW) Original Equipment Manufacturers’ (OEM) technical manuals and specifications, Department of Defense (DoD), US Air Force (AF) policy and regulations, applicable federal, state, and local laws and regulations.
Individuals must be able to attain and maintain a valid US Government Secret security clearance to be retained in the position.

Duties & Responsibilities
- Provides management to complex communications projects which may include IT, Network, Communications, and Telecommunications.
- Supervises a team of multi-disciplined professionals; provides advanced expertise and proven experience in at least two of the IT help desk, network and system operations and support, radio communications, antenna/tower communications, and telecommunications.
- Strong and effective written and verbal communication skills coupled with excellent interpersonal and team skills. Excellent leadership and management skills.
- Provides network and system administration support.
- Must be able to read, interpret, and develop engineering specifications and drawings.
- Understanding of technical documents, architectural plans, floor plans, site survey reports, test plans, schedules, procedures and acceptance test reports, equipment performance, operational test,s and feedback to the proper individuals/departments.
- Configuration management to evaluate proposed changes/upgrades to the infrastructure (hardware/software).
- Provides management and reporting of work requests utilizing the Army’s Enterprise Remedy automated work order system, to track and work customer requests.
- Inputs data of work requests that are processed in the Workload Analysis Report.
- Supports troubleshooting and resolution of voice/data communication installations, upgrades and problems across the enterprise.
- Manages training and certification of employees.
- Must be detail and safety oriented.
Education & Experience Requirements
- BS in IT-related or Telecommunications or equivalent Technical degree or equivalent experience
- 10 years of relevant experience
- BICSI Certification - preferred.
- Project Management Certification (PMI, PgMP, PMP, CAPM, Project ) - Preferred
- DOD 8570 IAT Level II with CE is - Required
- IAT Level II with CE certification
- Cisco or Microsoft technical certification
- Project Management Certification
- SharePoint
- Current technology in LAN/WAN particularly Cisco and Brocade systems
- Advanced knowledge of Routers, Switches, and Hubs
- ISP/OSP experience
- Proficient in troubleshooting techniques
- May be required to lift more than 50lbs
- Position requires sitting, standing, kneeling for long periods of time
