ESSENTIAL DUTIES:


Responsible for the implementation and on-going compliance of safety related/dilapidated building ordinances including enforcement or supervision of other staff assigned to task(s).

Assists Deputy Chief and Lea County Arson Task Force with investigation of the origination and causes of fires, and assists in additional duties.

  • Under the supervision of the Deputy Chief of Lea County Emergency Management and in cooperation with County Risk Management, coordinates the development and conduct of comprehensive fire and life safety inspection program of all County-owned buildings to correspond with the current State of New Mexico Fire Code and any amendments thereto.

  • Assists in preparing, submitting and justifying annual volunteer fire department budgets; assists in securing technical assistance and assists in securing financial assistance available through state and federal programs.

  • Maintains records of training and wildland fire reimbursements involving volunteer fire departments.

  • Coordinate and maintain a training schedule for volunteer fire departments.

  • Coordinates of NMFTA courses to volunteer firefighters; coordinates all required courses to assist volunteer firefighters in obtaining IFSAC Firefighter I level certification.

  • Assists in updating the (CWPP) Community Wildfire Protection Plan and (EOP) Emergency Operations Plan.

  • Under the supervision of the Deputy Chief of Emergency Management, helps coordinate the development of comprehensive emergency management plans for the protection of private and public property from the effects of natural or man-caused emergency events, including acts of war, and coordinates the implementation of these plans during periods of emergency.

  • May be called upon to man an Emergency Operations Center as a site from which key officials can direct and control operations during an emergency.

  • Helps develop and maintain emergency communications systems, including a system to alert key public officials and emergency response personnel; develops a public education program and establishes a public information system.

  • Helps develop and coordinate emergency response tests and exercises; assists in the establishment of mutual aid and cooperative assistance agreements.

  • Regular attendance is an essential function of this position.

  • May be required to attend training classes and seminars, resulting in travel out-of-county or overnight.

  • Helps maintain appropriate records for all relevant government regulation and/or oversight agencies.

  • Actively seeks appropriate grant opportunities under Direction of Emergency Management Director.

  • The functions of the position are not limited to those set forth above. The employee will perform such functions, duties or assignments as given by supervisor, consistent with ability, background and expertise.

  • Assists in ARFF Operations Lea Regional ARFF including quarterly FBO fuel inspections.

  • Must be able drive and operate firefighting vehicles, such as pumpers, tenders, rescue, and Airport Rescue Fire Fighting (ARFF) and haul large gooseneck or bumper pull trailers.


MINIMUM QUALIFICATIONS:


Education:


  • High school diploma or GED required.

  • Bachelor's degree preferred; at least two years college-level course work in safety management, emergency services or a closely related field and at least five years' experience in public safety or emergency services-related field work at the local state of federal governmental level.


Experience:


  • Minimum 3 years in a job-related field preferred.


Certifications, Skills and Licenses:


  • Ability to communicate orally and in writing in English.

  • Valid New Mexico driver's license.

  • Must have or be capable of acquiring specialized training in Civil Emergency Preparedness and Emergency Management.

Must have completed or be capable of completing within one year of employment NIMS 100, 200, 300, 400, 700 and 800 course certifications.

  • Must have or be capable of achieving IFSAC Firefighter II certification.

Background in Fire and Life Safety Inspections and Fire Investigation both structural and wildland preferred.

  • Ability to plan, organize, prioritize and perform complex administrative tasks; to accept responsibility and make independent judgments.

Knowledge of objectives, agency needs, and services to be delivered.

  • Knowledge of job-related computer programs preferred.

  • Good communications and public relations skills required.
