CANDIDATE PROFILE
Latino Network seeks a bilingual, mission driven and community service mindset individual with bi-cultural proficiency to provide coordination, coverage and support to the Organization’s HR operational functions. The ideal candidate will have familiarity with HR functions such as recruitment, employee relations, performance management, and compliance. They will have the ability to address and resolve complex HR issues and make informed decisions in line with the Organization’s policies and legal requirements.
POSITION DESCRIPTION
The HR Manager is responsible for supporting the overall goals and objectives of Latino Network by developing and implementing HR strategies and initiatives. The HR Manager will manage and coordinate various HR functions, including recruitment, employee relations, performance management, training and development by performing the following duties:
RESPONSIBILITIES
- Oversees and manages the recruitment career page, culture video, and materials.
- Serves as backup to job postings for the organization.
- Works with the Communications department for guidance and recommendations to ensure job postings are earning online impressions and are as visible as possible.
- Oversees and attends community based organizations and educational institutions and attends career fairs at least twice a year, in the fall and spring.
- Lead the coordination and execution of Latino Network career fairs and recruitment representation and attends community and partner organization events. Coordinate a fall and spring virtual career fair showcasing employment opportunities at Latino Network.
- Leads career fair and relationship building strategy.
- Executes community outreach strategy to improve diversification of qualified candidate pool applicants.
- Develops knowledge and history of Latino Network, how it came to be, who LatNet is today and what services are offered.
- Connects with managers to discuss open positions, recruitment workload tasks and priorities to track progress on vacancies.
- Assess the current Paylocity system to understand and develop potential prospect databases.
- Serve as primary liaison with prospective new employees, develop positive relationships with these prospective new employees and actively support through the recruitment and hiring process.
- Provides consultation around recruitment issues as they arise.
- Oversee the performance management process, including goal setting, regular check-ins, and annual performance reviews.
- Leads annual performance review implementation within Paylocity and trains managers and employees on the new processes.
- Provide guidance to managers on addressing performance issues and recognizing achievements.
- Address employee concerns, complaints, and conflict resolution.
- Conducts investigations and recommends corrective action as needed and supports disciplinary processes and documentation.
- Coaches supervisors and managers on performance management and employees coaching processes and documentation practices.
- Oversees and Administers the entire leave of absence cycle.
Requirements
SKILLS, KNOWLEDGE, EDUCATION AND EXPERIENCE
- English and Spanish Bilingual proficiency required, ability to translate general communications, converse with staff regarding the scope of work, either on a 1-1 setting or in group/ presentation.
- A Bachelor's Degree in Human Resources, business administration, or a related field is often preferred.
- Three to Five years of HR experience as a manager or Business Partner within Human Resources.
- Two to 3 years of HR employment relations experience, including but not limited to, employee investigations, performance management and coaching, workplace mediations, knowledge of employment compliance law.
- Experience with HRIS systems (example Paylocity, ADP) preferred.
- Ability to maintain discretion with regards to confidential matters and maintain confidential records.
- Demonstrated ability to work independently and manage time while prioritizing tasks to meet key organizational deadlines.
- Ability to be flexible and adaptive to successfully achieve the functions of the position as described in the job responsibilities.
- Takes initiative and maintains proactive communication.
- Strong attention to detail, organizational and interpersonal skills.
- Employee service mindset, resourceful, outcomes-oriented and able to build strong relationships.

While performing the duties of this job, the employee is regularly required to sit, stand, walk, and use stairways to climb to multiple floors within an office building, and talk or hear. This position will work from home and onsite as needed depending on the project or coverage needed. The employee may be required to occasionally lift and/or move up to 15 pounds. The employee is occasionally required to use hands and fingers to type or dial, climb or balance, stoop, kneel, crouch or crawl, and reach with hands and arms. The employee may be required to perform minimal heavy lifting and walking during peak events and prolonged periods sitting at a desk and working on a computer.
WORK ENVIRONMENT
Latino Network is a highly engaged work environment with satellite operations and positions performing work both onsite and remotely. While performing the duties of this job, the employee is occasionally exposed to wet or humid conditions (non-weather); outdoor weather conditions; extreme cold (non-weather), and extreme heat (non-weather). The noise level in the work environment is usually moderate.
