What are the responsibilities and job description for the Time And Leave Clerk (OA) position at Las Vegas VA Medical Center?
This position serves as the Time and Leave Clerk located within the Nursing, Business Office Service at the VA Southern Nevada Healthcare System, Las Vegas NV. The primary purpose of the position is to serve as the primary timekeeper and function on all matters concerning time and leave.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Preferred Experience: 2-5 years of clerical experience
Physical Requirements: Typing and recording functions of timekeeping duties are sedentary. Timekeeping functions include an extensive amount of walking to units within the Medical Center and the Nursing Service Office.

Qualifications:
Time-In-Grade Requirement: None at the GS-5 level.You may qualify based on your experience and/or education as described below:
- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of varied and advanced functions of office automation software and software functions and performs clerical duties independently on a wide variety of forms, reports, correspondence and miscellaneous documents. (This experience must be well documented in your resume.)
- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have four (4) years of education above high school (TRANSCRIPT REQUIRED). OR,
- Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond four (4) years of high school. (TRANSCRIPT REQUIRED).
- Applicants for this position must possess a typing speed of 40 words per minute.

Responsibilities:
Duties include but not limited to:- Function independently as the time & leave clerk/advisor on all matters concerning time & leave records for employees within OPCS.
- Provide advisory & technical assistance to staff & regarding time & leave regulations & policies.
- Ensure accuracy, completeness, & conformance in time & leave record processing with Federal & VA Regulations, VASNHS policies & procedures.
- Advises and is resources individual for the VASNHS administrative staff on matters relating to Time and Leave record processing.
- Retrieves Time and Attendance from AcuStaf and accurately records the information into VATAS/GovTA.
- Responsible for the notification of changes in employee benefits whenever an employee changes status (e.g., full time to part time) to the management official and the employee.
- Acts as a liaison with the Payroll Section, fiscal Service and other areas within the VASNHS.
- Responsible for posting, examining, computing and balancing hours on the time and leave records.
- Incumbent interprets and applies regulations regarding appointment entitlement, leave earnings, charges of leave, posting legal holidays, leave without pay, advanced sick leave, compensatory time, leave transfer program, authorized absence, court leave, military leave and leave in conjunction with travel.
