Overview

Larimer County Behavioral Health Services (BHS) is looking for a collaborative and relationship-driven Program Manager to lead our Impact Fund Grant Program and Synergy Fund. Rooted in our department values of Stewardship, Community, and Partnership, this role actively manages two of the four major funding investments in our portfolio, serving as a critical connection point in how we expand behavioral health care across Larimer County.

In this role, you will manage our annual multi-million-dollar Impact Fund Grant Program, which supports roughly 40 organizations each year to fill critical service gaps in behavioral health care, as well as our brand-new Synergy Fund pilot, which aims to break down silos and incentivize cross-sector collaborations. You will champion the strategic evolution of our investments by building partnerships around shared metrics to elevate our collective impact storytelling, using data as a strategic learning tool to capture the big picture of how our $17.7 million in investments to-date are fundamentally changing lives. Responsibilities

What you'll be doing:

  • Maintain and strengthen collaborative relationships with community-funded partners.
  • Manage the day-to-day operations for the Impact Fund Grant Program and Synergy Fund, implementing the complete lifecycle of these community investments.
  • Execute grant agreements and contracts for funded partners, including compliance with county, state, federal, and funding-specific requirements.

  • Maintain accurate program documentation, processing of applications, approvals, reporting, and grant closeout activities.
  • Facilitate the recruitment, onboarding, and coordination of a volunteer panel of subject matter experts and executives to review grant applications, provide technical guidance, and ensure a smooth decision-making process to Advisory Groups and County leadership.
  • Facilitate overall grant compliance with contract fidelity, partnering closely with our internal operations and fiscal staff to ensure funded organizations align with necessary legal, risk, and fiscal requirements.

What We're Looking For

  • Solutions-focused mindset across collaborative relationships and technical elements of the role.
  • Demonstrated success in independently prioritizing and managing multiple concurrent activities, shifting project timelines, and long-term program roadmaps within a dynamic environment.
  • Experience managing grants, contracts, service programs, non-profit leadership, or related portfolios with rigorous financial oversight and compliance tracking.
  • The unique ability to "zoom in and out" between the big picture and the details — comfortably tracking multi-year strategic goals while staying focused on the operational data required to achieve them.
  • Strong attention to detail and an innate diligence when compiling large amounts of performance data, combined with the ability to view metrics as a strategic tool to capture the big picture of collective community impact.
  • Expertise in using and administering data and program management platforms such as SmartSimple (or other SaaS grant-making platforms) and Asana (project management tools); experience coordinating with technical vendors like eTranservices (IT services and solutions provider) is highly desirable.
  • Proficiency in standard office software (spreadsheets, databases, word processing) and ability to translate operational data into actionable reports.

Qualifications

All candidates will be screened for the following required minimum qualifications. Any candidate who does not meet all of the qualifications listed as required will be eliminated from the process.

  • Bachelor's Degree, or equivalent combination of education and/or experience, in a field related to the program required. Related education or experience may be substituted on a year for year basis.
  • Three (3) years program related experience which may include: program management, case management, contract management, program development or the performance of similar duties, required.
  • One (1) year of supervisory experience required for positions that require direct employee supervision.
  • Possess reliable transportation to be able to work in any County facility as needed and required.
  • May require First Aid, AED, and CPR certifications within 6 months of hire depending on the program.
  • Master's Degree or 5 or more years of experience Preferred

Schedule

The Behavioral Health Services Department's standard business hours are Monday through Friday, 8:00 a.m. to 4:30 p.m. This position offers a hybrid work environment. Flexible schedules and remote work arrangements may be available in collaboration with the Deputy Administrator and based on operational needs. Most Behavioral Health Services staff work on-site Monday through Wednesday and remotely on Thursdays and Fridays. Occasional evening and weekend meetings or events may be required and are supported through flexible scheduling or overtime, as appropriate.
