Essential Duties and Responsibilities

The Activity Director is responsible for duties required of the U.S. Department of Education (DOE) Developing Hispanic Serving Institutions (DHSI) - Title V LEAD grantThe Activity Director reports to the Vice President of Student Success & Compliance and is responsible for planning, coordinating, implementing, and managing all aspects of the LEAD project’s requirements.  The Activity Director ensures compliance with the applicable federal, state and institutional regulations. Reports data and grant progress to Vice President of Student Success & Compliance and Restricted Grants Manager. This may include grant reports.
Laredo College policies are available online for official use.  The Institutional Advancement (IA) Division Protocol are office procedures and recommendations for the IA Division set forth by the Vice President of Institutional Advancement. These procedures and college policies must be adhered to at all times.
This position is grant funded which is scheduled to end on October 30, 2026.


Characteristic Duties and Responsibilities

1. Collaboratively with LC departments, school districts, and community partners to accomplish grant goals and objectives. 
2. Provides overall leadership to direct all aspects of the LEAD Project and keeps related records and reports in hard copy and digital format.
3. Works closely with the Restricted Grants Manager to manage, monitor and ensure compliance with grant expenditure deliverables for accurate and timely fiscal reporting. 
4. Provides monthly budget summaries to the Vice President of Student Success & Compliance.
5. Prepares and submits Annual Performance Reports to the DOE Grant Program Officer once approved by the Vice President of Student Success & Compliance.
6. Communicates and reports the progress of the LEAD Project activities internally and externally.
7. Provides monthly reports to the Vice President of Student Success and Compliance and/or President. 
8. Establishes and maintains effective organizational and administrative procedures for the grant.
9. Keeps the Vice President of Student Success & Compliance, College President and Restricted Grants Manager updated on the progress of the grant program.
10. Create a strategic plan aligned with LEAD Project and work weekly with staff to establish and implement goals, objectives and written reporting systems on the project.
11. Serves as a liaison and adheres to grant requirements from the U.S. DOE DHSI-Title V officials for LEAD Project. Attends DOE conference, if possible.
12. Provides monthly time and effort reports to Vice President of Student Success & Compliance and Restricted Grants Manager.
13. Provides monthly time and effort reports of staff to Restricted Grants Manager.
14. Ensures successful and timely completion of the activity’s implementation strategies, approved objectives, and data collection/analysis. This includes the research objectives as indicated in the grant. 
15. Recruits, screens, selects, trains, supervises and monitors grant staff.
16. Provides leadership and mentorship to activity personnel to analyze and interpret evaluation of LEAD data including making recommendations associated with data evaluation.
17. Attends meetings and trainings as required by the College and/or Vice President of Student Success & Compliance.
18. Understands and stays informed of government funding laws and standards that impact the grant.
19. Performs other duties as assigned by the Vice President of Student Success and Compliance and/or President.

Required:

  • Master’s Degree in Counseling, Psychology and/or related filed in higher education.
  • Two years’ experience in project administration. 

  • A minimum of three to five years with direct management of state and federal programs. 

  • Experience in counseling students in social, emotional and academic development. 

Preferred:

  • Ph.D., ED.D.
  • Administration equivalent grade 9-16 experience in counseling and/or administration. 
  • Management experience in budgeting grant programs, managing an administrative unit and working with Hispanic students and first-generation college students.
  • Experience supporting underserved students in the academic and career pathways that foster retention, persistence and completion to graduation through student-centered activities. 
  • Knowledge in fundraising and development in non-profit, organization or education institutions
  • LPC, LPCI
  • Must possess required knowledge, skills, abilities and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed. 
    • Ability to work as a member of leadership team.
    • Ability to maintain an established work schedule. 
    • Effective communication, writing (Spanish/English) and interpersonal skills.
    • Effective organizational and planning skills.  
    • Ability to attend to detail and ensure accuracy of data.

    • Demonstrate exceptional work ethic.
    • Ability to interact with various departments of the College, specifically the instructional, and Community.
    • Demonstrate ability to use personal computer and various word processing and spreadsheet software applications, especially those related to mental health, student success wellness and sense of belonging.
    • Knowledge of technology and statistics that support grant administration.

Physical Requirements  

While performing the duties of this job, the employee is regularly required to sit.  

The employee is occasionally required to stand, walk, stoop, kneel, or crouch.
