About the Position

Lane County's Health & Human Services Rent & Utility Assistance division is currently offering 2 opportunities for Bilingual Community Service Worker 2 positions. The Community Service Worker 2 will deliver Health Related Social Needs (HRSN) Housing and Outreach & Engagement services to eligible residents of Lane County. This program falls within the purview of Lane County’s Rent and Utility Programs, within the Human Services Division. HRSN services are offered through Oregon’s Medicaid 1115 Wavier. The Oregon Health Authority has determined that Oregon Health Plan (OHP) enrollees, who meet select social and clinical criteria, are entitled Housing and Tenancy supports.


Community Service Workers will reach out to referred members of the community to begin the process of qualifying for HRSN Housing services, screening for presumed eligibility, collecting eligibility documents and addressing immediate needs in the Outreach and Engagement service. Once approved by their OHP provider, the Community Service Worker will engage with clients to develop a housing stabilization plan, liaise with the applicant's landlord, and screen for additional needs and supports. The goal of this program is to increase at-risk populations health outcomes by preventing the loss of housing through a combination of case management and financial assistance delivered by the Community Service Worker. 


This position specifically requires proficiency to work across numerous computer databases and platforms.  It requires attention to precise dating and coding conventions as well as time tracking.  Accurate and punctual case notes, invoicing, and documentation uploads are also expected.   


This position is eligible for hybrid or remote work.  Success in this role is defined by the number of households stabilized and number of billable hours performed per day.  


About the Division 

The Human Services Division administers a range of programs that support people in Lane County communities – veterans, seniors, adults, children, youth and families – during challenges and transitions in their lives. The division helps address the root causes of poverty, hunger and homelessness through a range of prevention, intervention, stabilization and economic opportunity services. 


Schedule: Monday - Friday; 8:00am - 5:00pm.

Education:

  • Equivalent to the completion of two years of college course work.

Experience:

  • Two years of responsible community service experience;
  • Or an equivalent combination of experience and training that will demonstrate the required knowledge and abilities is qualifying.


Special Requirements:

  • This position is subject to a full background check.
  • Offers of employment are contingent upon consenting to and successfully passing a drug screening test.

Testing Requirements

  • Successful hire will be contingent upon taking a bilingual test to demonstrate proficiency in both English & Spanish.

Skills in: 

  • Interpreting technical guidelines and communicating them simply. 

  • Working with the public and delivering a service or program.

  • Conveying the purposes and services of a program to the user population.

  • Managing unusual situations and identify those situations when a supervisor is needed.

  • Navigating computer databases and composing standard notes.

  • Communicating clearly and concisely, both orally and in writing.

  • Identifying community resources and using them to better client outcomes.  

  • Examining systems, procedures, and personal beliefs through a Equity lens.

DEFINITION:

To assist in providing bilingual communication with Limited English Proficient (LEP) persons. Individuals in these classifications do more than self-identify; they have successfully passed a test demonstrating proficiency in both English and the other language administered by the County. The need for the use of the second language in the performance of job duties in this classification has been identified.

EXAMPLES OF DUTIES:

In addition to the regular knowledge, skills, and abilities required of the employee’s main classification, the bilingual duties of this adjunct classification may include, but are not limited to the following:

  • Interpreting between English speakers and LEP persons.
  • Orally translating documents
  • Providing oral assistance
  • Providing written assistance, including some written document translation


MINIMUM QUALIFICATIONS:

Knowledge of:

  • Both languages, demonstrating the ability to convey information in both languages quickly and accurately.

Ability to:

  • Communicate clearly and concisely.
  • Maintain confidentiality of communications.

EXPERIENCE AND TRAINING:

  • An equivalent combination of experience and training or demonstrated abilities qualifying the employee or applicant to perform the duties described herein. These skills and abilities may be acquired in various ways; i.e., education and/or bilingual or bicultural experiences.
