County Administration is seeking a qualified budget analyst to perform activities related to the preparation of the County’s budget and provide support to departments in the areas of budget development, contract and policy implementation. This position also serves as the system administrator for the County's budget software (Performance Budgeting) and document production tool (Workiva).

The preferred candidate will have experience and interest in the areas of governmental budgeting, fiscal and policy analysis, financial planning, software support, and budget preparation to join the County's Central Budget Office team as a Budget Analyst.

The analysts are often tasked with assisting County departments with budget development and monitoring in addition to overall financial and policy analysis and budget performance. This is the first level in the Budget Analyst series. Incumbents perform professional-level activities related to the research and analyses of routine administrative and business management policies and practices while developing proficiency and experience related to government operations and administration. Responsibilities can include preparing and presenting statistical and related reports; providing administrative and analytical support; and making recommendations regarding budget, program, contract, and/or service delivery modifications.

Additional Duties Will Include

  • Provide professional-level staff assistance and preliminary analysis of routine policies involving organizational, administrative, and/or fiscal processes and services.
  • Serve as a technical resource for County information in assigned area of responsibility.
  • Prepare a variety of analytical reports on operations and activities in assigned area of responsibility.
  • Review agenda and contract items;
  • Ensure background information and supporting materials are available;
  • Assist departments in maintaining agenda standards.
  • Conduct surveys and perform research and statistical analysis; prepares related reports.
  • Participate in preparing requests for proposals for outside contractors.
  • Assist with budget preparation and administration;
  • Assist departments in preparing cost estimates for budget recommendations.
  • Perform other duties of a similar nature or level.

About The Division

The Central Budget Office is part of the County Management division of the County Administration Department and is led by the Budget & Financial Planning Manager who reports directly to the County Administrator. The Office is responsible for management of the annual and supplemental budget development, coordination and preparation of the County’s 5-year capital improvement plan, contract and Board agenda item review and approval, financial analysis of special projects, supporting the County’s Budget Committee, policy analysis, and overall financial management support.

Schedule: Monday - Friday; 8:00am - 5:00pm. There is flexibility for this position to work up to 40% remotely after an initial training period.*This is a non-represented position*

Qualifications

Education and Experience:

  • Six years of education and/or experience in governmental budgets, finance, accounting, business administration, or similar;
  • Or an equivalent combination of experience and training that will demonstrate the required knowledge and abilities is qualifying.

If you enroll in the HDHP the County will contribute to your HSA: $1,500 (individual) or $3,000 (family) annually. This amount is prorated based on date of hire.

This position works in the central budget office on the county-wide budget process that involves assisting with setting of budget direction, communicating regularly with other department staff on budget techniques and directions, and verifying end results. You will sometimes need to train department staff as well as give occasional presentations, potentially in public. Please describe how you would be a good fit for this position. (20 points)

Please describe your experience creating and producing financial reports within Excel, including experience with complex formulas and pivot tables. (20 points)

The duties of administrator include regular technical tasks within the software, having regular interaction with the software vendor to facilitate resolution of issues, managing the annual upgrade of the software as needed, and supporting and training users.
