Human Resources Manager | Rio Grande Valley -Pharr, TX


About the Role:


Landhawk Consulting LLC is seeking a strategic, highly organized, and proactive Human Resources Manager to lead and oversee all people operations across our environmental consulting practice in the Rio Grande Valley and surrounding regions. Serving as a dedicated individual contributor, this role works directly with executive leadership to align human resources strategy with operational goals as our team of 60 multidisciplinary professionals continues to expand.


The Human Resources Manager serves as the primary driver of the employee lifecycle, taking full ownership of full-cycle talent acquisition, organizational culture building, employee relations, and general HR strategy. This position is vital to maintain operational readiness across our active project portfolios occurring throughout South Texas.

The successful candidate will possess extensive HR experience, exceptional interpersonal and communication abilities, and the professional judgment required to build targeted talent pipelines, nurture a strong company culture, and manage complex workforce priorities while operating with a high degree of autonomy.


Location:


This position is based in the Rio Grande Valley, with responsibilities supporting the office in the RGV and El Paso. Occasional travel may be required for project coordination, client & staff meetings, and any additional operational activities.

Preference will be given to candidates residing within or willing to relocate to the Rio Grande Valley.


Schedule:


This position operates on a standard Monday through Friday schedule. This position will offer 3 days in the office and 2 days a week working remotely. Occasional flexibility may be needed to support urgent staffing demands, candidate scheduling, or time-sensitive employee support.

Responsibilities:


Talent Acquisition & Staffing Support


• Lead full-cycle recruitment efforts to source, interview, and hire qualified environmental specialists, biological monitors, project managers, and operational staff as needed.

• Partner with project leads to forecast staffing needs and rapidly deploy technical personnel across active environmental monitoring projects.

• Oversee the complete onboarding and orientation process to ensure smooth integration, compliance, and culture alignment for all new hires.


Culture Building & Employee Engagement


• Strengthen company culture and core values across both office and field teams to build a cohesive, highly engaged workforce.

• Design and implement retention strategies, feedback channels, and recognition programs that foster workplace satisfaction and open communication.

• Conduct regular check-ins and exit interviews to gather actionable insights and continuously improve employee experience.

• Plan and coordinate regular staff meetings, ensuring clear internal communication, agenda organization, and team alignment.


HR Strategy & Organizational Support


• Serve as a strategic partner to executive leadership, advising on workforce planning, organizational design, and HR best practices. 

• Maintain and update HR policies, employee handbooks, and standard operating procedures to ensure legal compliance and operational alignment.

• Provide confidential guidance and coaching to managers and employees on performance management, career development, and employee relations.


HR Operations & Compliance


• Oversee general personnel administration, offboarding processes, and accurate employee recordkeeping.

• Ensure company practices comply with state and federal labor laws, regulations, and industry standards. 

• Facilitate performance review cycles and support leadership with compensation reviews and role progression frameworks.


Learning & Professional Development


• Design and implement clear career roadmaps for all company roles, providing employees with actionable growth pathways and targeted retention strategies

• Build continuous learning initiatives that support staff in pursuing relevant industry certifications and professional credentials. 

• Plan, coordinate, and facilitate internal workshops focused on key skill gaps, professional development, and technical growth


HR Systems & Data Management


• Build and maintain structured personnel databases to ensure accurate record-keeping, compliance, and secure data handling.

• Utilize internal tracking systems to manage and streamline key HR workflows, employee lifecycle milestones, and operational follow-ups.


Minimum Qualifications:


• Academic preparation in Human Resources, Business Administration, Organizational Psychology, or a related field. 

• 7 years of progressive human resources experience, leading talent strategy, employee relations, and end-to-end HR operations across generalist or management roles

• Superior interpersonal, written, and verbal communication skills, with strong ethical judgment and discretion in handling confidential matters.

• Strong organizational and time management skills. 

• Excellent written and verbal communication abilities. 

• Ability to prioritize multiple tasks while maintaining attention to detail. 

• Ability to work independently while collaborating effectively with multidisciplinary teams. 

• Working knowledge of Microsoft Office and Google Workspace is preferred. 

• Valid driver's license and willingness to travel as project needs require.


Work Environment:


This position primarily combines office-based HR administration with a flexible hybrid work model, with occasional travel across South Texas as needed. Responsibilities include supporting multidisciplinary teams, facilitating personnel workflows, and communicating regularly with field staff, department leads, and company leadership.


While primarily centered on corporate operations and employee engagement, occasional travel may occur to support staff meetings and other related activities. The Human Resources Manager must be capable of adapting to evolving organizational needs while maintaining a high level of confidentiality, professionalism, and responsiveness.
