GENERAL DESCRIPTION
The Network and Telecommunications Manager position is part of the Information Technology Services Department and supports Lamar State College Orange, Lamar State College Port Arthur, and Lamar Institute of Technology. This role reports to the Director of Infrastructure Services and is responsible for assisting with the daily operations and maintenance of data, voice, and video networks. This position is security sensitive and subject to Texas Education Code 51.215, which authorizes the employer to obtain criminal history record information. Duties and responsibilities shall include, but not be limited to, the following.
Duties/Responsibilities:
ESSENTIAL JOB FUNCTIONS
- Plans, designs, installs, and maintains the voice, data, and video network.
- Configures, monitors, and maintains network equipment including routers, firewalls, switches and network security equipment.
- Monitors, maintains, and enhances network security.
- Implement enhancements to network.
- Create, maintain, and enhance maps for all Network, Data and Voice jacks– Includes maps of inter-building wiring.
- Communicates with vendors, analyzes RFP’s and bid specifications, and monitors on-going projects.
- Maintains disaster recovery plan for network and telephone systems.
- Works with System Administrators to maintain and enhance PC based network servers including OS installation, patching & updating, and application management as necessary.
- Create and maintain centralized documentation for all tasks.
- Perform other related duties as assigned
KNOWLEDGE, SKILLS, AND ABILITIES
- Extensive knowledge of LAN’s and WAN’s and related equipment, specifically Cisco and Meraki networking equipment and software.
- Knowledge of network management software, network protocols, and standards.
- Knowledge of network security issues, resolutions, practices, and network forensics.
- Knowledge of PC based server hardware and software.
- Ability to troubleshoot and diagnose network problems quickly and accurately.
- Ability to troubleshoot computer problems in a networked environment.
- High degree of communication skills, written and spoken.
- Ability to create, evaluate, and document procedures.
- Ability to solve problems and be multi-tasked.
- Ability to deal with students, faculty, and staff in a professional manner.
- Ability to establish effective working relationships with others.

Minimum/Preferred Qualifications:
GENERAL QUALIFICATIONS REQUIREMENTS
- Graduation from an accredited four-year college with major course work in computer science or a related field.
- Minimum of five years job experience with jobs leading to this or similar job.
- Experience and training can be substituted for education.
- Experience with Microsoft Systems Management and SQL servers is preferred.
- Vendor certifications are a plus.
Experience with complex Ethernet data networks, Cisco/Meraki network and security equipment, 802.11 Wireless, Gigabit circuits and multiple WAN connections, and PC based servers (including virtual servers) running Windows Server OS preferred. Higher Education experience is considered a plus.

Physical Requirements
Requires constant sitting, seeing, walking. Requires frequent standing, lifting, pushing, and carrying objects up to 25 pounds, operating micro-computer, calculator, and various office equipment. Requires frequent stooping, bending, sorting and filing.
