Job Summary

Under the general direction of the Vice President of Facilities Planning and Operations, the Executive Director of Facilities Management provides leadership and oversight for maintenance, HVAC, and facilities operations across all LSSC locations. This position directs renovations, remodeling, and construction projects and ensures college facilities are safe, efficient, and aligned with the institution’s operational and long-term needs.

Facilities Management supports the college’s mission by maintaining and improving campus infrastructure and physical environments through effective facilities operations, capital improvements, utilities management, sustainability initiatives, deferred maintenance planning, and oversight of outsourced facilities service agreements.

Essential Duties & Responsibilities

include, but are not limited to the following:

ADMINISTRATIVE:
  • Develop and communicate strategic and tactical staffing level plans.
  • Plan, develop, and implement policies and procedures, as well as controls programs for preventative maintenance.
  • Establish operating budgets relative to maintenance activities; monitor and manage expenditures to ensure that they remain within prescribed limits.
  • Develop, monitor, and control the annual operating and capital budgets for facilities, including approving expenditures and vendor contracts
  • Analyze job and overhead costs and change methods and procedures as necessary to improve the department’s efficiency.
  • Prepare estimates for preventative maintenance work orders, ensuring jobs remain on schedule and within established budget.
  • Perform cost-benefit analysis for maintenance-related issues to ensure the best use of available resources.
  • Manage relationships with college vendors, including building maintenance, HVAC, electrical, plumbing, and construction.
  • Assist in compliance with all local, state, and federal building codes, health, safety, and security regulations and standards.
  • Plan long-range improvements, renovations, and space utilization, ensuring the facilities meet future needs.

OPERATIONAL:
  • Develop, plan, execute, and sustain a maintenance strategy designed to optimize maintenance programs by establishing safe minimum levels of equipment upkeep and practices for work efficiencies and design.
  • Plan, organize, and coordinate all maintenance and HVAC operations for campus buildings' day-to-day activities.
  • Evaluate the condition of buildings and systems and make appropriate recommendations.
  • Create and manage preventative, predictive, and routine maintenance programs and tasks
  • Participate in the development of criteria for and evaluation of equipment and technical maintenance, repair, and operating (MRO) parts suppliers and technical maintenance service providers.
  • Manage and direct the facility condition assessment system to justify and facilitate a prioritized allocation of college deferred maintenance funds.
  • Performs personnel functions for the purpose of maintaining adequate staffing, enhancing the productivity of personnel, and achieving objectives within budget. Supervise facilities staff, custodial and grounds teams, and external contractors to ensure high-quality, efficient daily operations.
  • Coordinate the acquisition of specialized parts and supplies to ensure timely and efficient repairs.
  • Respond immediately to emergency situations and serve as a representative on the Emergency Management Team. This position is essential staff and will assist with managing facility maintenance during emergency or weather-related situations
  • Manages Capital Projects with the Director of Capital Projects for each fiscal year per the Board-approved fiscal year Spending Plan.

Knowledge, Skills, & Abilities

  • Working knowledge of building management systems (BMS), such as Automated Logic (ALC).
  • Experience in organizations with exposure to facilities management.
  • Experience managing million-dollar budgets and analyzing budgets pertaining to facility service organizations or maintenance organizations.
  • Working knowledge of trades classifications and functions, including tools, materials, and task-specific sequencing required for maintenance, sanitation, and repairs.
  • Project management.
  • Principles of budget control and personnel management.
  • Operations and activities involved in grounds inspection, cleaning, maintenance, and repair of college buildings, facilities, and utilities.
  • Methods and techniques used in general cleaning and maintenance activities.
  • Applicable building codes, ordinances, regulations, and health and safety requirements.
  • Interpret laws, rules, and regulations pertaining to construction, remodeling, procurement, health, and safety.
  • Formulate policy and procedures.
  • Compile clear, accurate reports.
  • Coordinate/facilitate meetings.
  • Establish and control budgets.
  • Establish and maintain effective working relationships.
  • Develop a preliminary budget and maintain expenditures within budget.
  • Effectively supervise staff.
  • Plan, organize, and direct operations involved in inspection, maintenance, and repair of college buildings and facilities.
  • Ability to meet critical deadlines while managing multiple priorities.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Demonstrate competency in interpreting, communicating, and developing policies and procedures
  • Ability to establish and maintain effective working relationships with staff members of every level, diverse backgrounds, and educational experience.
  • Demonstrated proficiency in Microsoft Office products (e.g., Word, Excel, Project, PowerPoint)
  • Demonstrated working knowledge of all applicable Federal, State, and local safety rules and regulations, including OSHA, the Department of Health, and the Bureau of Fire Safety.

  • Ability to work various hours, including nights, early mornings, and weekends
  • Ability to travel amongst various campuses and attend College events, on or off campus, as required.

Minimum Qualifications & Education

  • Required:
    • Six (6) years of experience managing maintenance and facilities operations.
    • OSHA 10 Certified.
    • Valid or active Florida Contractors license.
OR
  • Any equivalent combination of education, training, and experience that demonstrates the knowledge, skills, and abilities required to perform the essential functions of the position.
  • Preferred:
    • Associate’s degree and/or completion of appropriate vocational or technical coursework in building trades and maintenance operations.
    • OSHA 30 Certified.
    • HVAC Certification and experience
