Overview
The Lake Egypt Water District located in Marion, Illinois is seeking qualified candidates to fill the position of General Manager. The General Manager is the chief executive officer of the Water District and is responsible for managing and directing all administrative, operational, and financial activities of the District. Under the direction of the Board of Directors, the General Manager leads and supervises all aspects of the District’s operations, compliance, and customer relations. The ideal candidate will have a strong understanding of the challenges and opportunities associated with rural utilities.
Duties include, but are not limited to:
Supervise and administer all functions and operations of the District in accordance with all applicable state and federal laws and the policies of the Board.
Employ, supervise, discharge, and make recommendations for compensation of District employees for Board approval.
Directly supervise the state of the District, in accordance with the District policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; completing annual performance reviews; rewarding, disciplining and discharging employees; addressing complaints and resolving problems; prepare schedules, verify timesheets and when necessary approve overtime.
Prepare an annual budget, making recommendations to the Board on final expenditure levels and insure the solvent fiscal operation of the District.
Approve purchase orders, paying of bills, and payroll.
Order supplies and materials.
Negotiate loans, grants, permits, and related matters with the appropriate local, state and federal governments or governmental agencies. Complete grant/loan applications, bond funding applications.
Negotiate with general contractors and subcontractors for the performance of work to be done for the District.
Pursue and attend yearly training courses directly related to water and sewer services, such as those offered by the Illinois Rural Water Association.
Keep the Board fully and completely apprised of the development of District programs and policies.
Establish and maintain cooperative working relationships with the Board, District employees, customers, external agencies, and the public.
Keep current with changes to state and federal laws.
Maintain compliance with current state, federal, and local laws and regulations related to water and sewer services.
Represent the District at various board meetings (ex., Illinois Rural Water Association) and training.
Tasks include, but not limited to:
Attend monthly and special Board meetings providing status reports regarding on-going District issues.
Preparation of agendas and meeting information.
Evaluate and make recommendations and improvements to existing District operations, programs and services.
Provide advise and consultation to the Board of Directors on the development of ordinances, programs and policies.
Sign checks and fiscal documents prepared by the Secretary or other District officials.
Incur District obligations required by necessity without prior Board approval not to exceed $10,000 for any transaction, except for emergency operation situations and expenditures prospectively approved in line items of the District budget, authorized by the Board.
Direct and supervise personnel responsible for customer service, billing, accounting, and front desk staff, and for management and liaison for banking, finance, investment, audit, administrative and other functions.
Direct and supervise personnel responsible for Maintenance, Water Treatment Plant, Sewer Treatment Plant, and other workers, and for management and liaison with contractors, utilities, field engineers, testing and other functions.
Lead in the development of positive, productive, employee and union relations, and guide overall personnel related activites.
Work to establish effective professional relationships with federal and state agencies, other districts, the public and other organizations.
Direct emergency services in coordination with District staff and oversee contingency planning.
Perform other tasks as may be required by the Board.
Experience
Minimum of 5-10 years of experience in water utility management or public works, including supervisory responsibilities.
Experience working with a governing board.
Operation and maintenance of small water systems, including pumps, treatment facilities, and distribution infrastructure.
Regulatory compliance, budgeting, and grant administration.
State and federal water quality, health, and safety regulations.
Ability to work independently, make decisions under pressure, and manage resources.
Strong problem-solving, communication, and interpersonal skills.
State of Illinois Class “A” water license and Class “IV” sewer license or required within a designated time frame.
Combination of office and field work; frequent travel within the District service area required.
Must be available for emergency calls and after-hours issues, including weekends and holidays as necessary.
Occasional travel for training, meetings, and site inspections.
