What are the responsibilities and job description for the General Manager position at Lake Merwin Campers Hideaway?
General Manager (GM)
Job Description | Full-Time, Salaried, Exempt Position
Reports to: President, Board of Directors
Work location: Lake Merwin Campers Hideaway, Amboy, Washington
Residency: Required on site in LMCH-provided housing
Organization and Position Overview
Lake Merwin Campers Hideaway (LMCH) is a private, member-owned camping club and nonprofit corporation encompassing approximately 588 acres and 1,500 campsites. Its operations resemble those of a small city, including water, wastewater, electrical systems, roads, grounds, 35 bath houses, an indoor pool, waterfront and marina facilities, storage areas, administrative services, and other member amenities. LMCH is governed by a volunteer Board of Directors elected by the membership.
The General Manager is LMCH's chief executive and senior operational authority, responsible for the overall administration, financial stewardship, facilities, infrastructure, projects, personnel, contractors, and member services of the organization. The GM provides strategic direction, implements approved policies and objectives, and remains accountable for organizational performance and results.
Reporting Relationship and Operational Leadership
The GM reports directly to the Board President and is accountable to the Board of Directors through that reporting relationship. The GM does not report to committees, staff members, or individual Board members acting outside official Board authority.
The GM and Assistant General Manager (AGM) work as an operational leadership team, coordinating daily priorities, staff direction, projects, member matters, and emergency coverage. Both provide operational leadership, but they are not co-equal in final authority. The GM directs the AGM, establishes assignments and priorities, resolves management disagreements, and retains final management authority over camp operations and personnel. Delegation of work does not transfer the GM's overall accountability.
Reserved Authority and Decision-Making Scope
The GM exercises final management authority within LMCH's governing documents, approved policies, budgets, and established approval requirements. Within the management team, the following responsibilities are reserved exclusively to the GM:
· Signing official documents requiring an authorized management signature, signing checks, and approving and executing contracts and agreements on behalf of LMCH.
· Making final employee termination decisions, signing termination notices, and carrying out employee terminations.
The AGM and other staff may prepare materials, coordinate work, conduct investigations, and provide recommendations within their assigned roles. Operational delegation or service as the senior on-site manager during the GM's absence does not confer the GM's reserved signing or termination authority. Any required Board or officer approvals and additional signatures remain part of the applicable approval process.
Principal Duties and Responsibilities - Board Relations and Policy Administration
· Serve as the primary management liaison to the Board. Provide timely operational reports, financial information, recommendations, and notice of material risks or unresolved issues.
· Coordinate Board meeting agendas and supporting materials with the Board President; attend Board and membership meetings and ensure management reports and presentations are prepared and delivered.
· Implement Board-approved policies, resolutions, and objectives. Establish operational procedures within management authority, and recommend policy revisions requiring Board consideration.
· Coordinate with standing committees and volunteers, including meeting participation as needed, so their activities support approved priorities and are coordinated with staff operations.
Financial Oversight and Budgeting
· Prepare and administer annual operating and capital budgets in coordination with the AGM, responsible administrative and financial staff, and the Finance Committee. Present budgets and funding recommendations for Board consideration and membership action where required.
· Monitor revenues, expenditures, cash flow, and budget performance; identify significant variances and funding needs, recommend corrective action, and operate within approved financial parameters.
· Oversee accounting practices, financial controls, audits, and reporting. Ensure Generally Accepted Accounting Principles are followed and bills and other financial obligations are paid accurately and on time.
· Review purchases, bids, and proposed commitments; ensure appropriate specifications and competitive purchasing procedures are used; and exercise the GM's reserved signing authority for checks, contracts, and official financial documents.
Personnel Leadership and Labor Relations
· Lead and evaluate the AGM and senior staff, directly and through the established reporting structure. Ensure staffing levels, assignments, training, and departmental coordination support operational needs.
· Oversee recruitment, hiring, employee development, and performance management. Ensure required evaluations are completed, expectations are communicated, and performance deficiencies receive timely follow-up.
· Administer the Collective Bargaining Agreement and personnel policies. Coordinate with union representatives and appropriate advisors on contract administration, employee relations, investigations, and disciplinary matters.
· Review serious conduct and performance issues and retain final management authority over personnel decisions. The AGM may conduct investigations and administer corrective action through suspension within assigned authority; termination decisions, notices, and execution remain with the GM.
· Maintain a professional, accountable workplace and ensure sensitive employee and business information is handled appropriately. Support consistent application of workplace policies across departments.
Facilities, Infrastructure, Projects, and Contractors
· Oversee the condition, maintenance, and reliable operation of water, wastewater, electrical systems, roads, grounds, buildings, bath houses, pool facilities, waterfront facilities, vehicles, equipment, and other LMCH assets.
· Coordinate with the AGM on preventive maintenance, repair priorities, staffing, work orders, and seasonal readiness. Monitor completion, workmanship, service reliability, and correction of unsafe or deficient conditions.
· Oversee project scope, budgets, schedules, contractor performance, and construction activities. Ensure required permits and inspections are addressed, proposed changes are evaluated, and work is completed to approved requirements.
· Maintain sufficient operational knowledge and field involvement to evaluate conditions, support staff, and address significant problems. Coordinate qualified contractors and specialists when work requires expertise beyond staff capabilities.
Member Services, Communications, and Sales Oversight
· Maintain regular, visible contact with members and ensure professional, responsive service. Oversee investigation and resolution of escalated complaints and report unresolved matters requiring Board attention.
· Ensure accurate, timely communication through weekly member updates, LMCH publications, official digital channels, and membership meeting reports. Keep members informed about operations, projects, service impacts, and approved organizational priorities.
· Oversee office and Sales Department performance, including listed-property access, showings, membership-transfer processes, transaction documentation, and coordination with administrative staff.
· Promote constructive relations among members, staff, committees, contractors, and volunteers while maintaining consistent standards and a safe, family-friendly environment.
Compliance, Safety, and External Relations
· Oversee compliance with applicable federal, state, and local requirements and contractual obligations. Represent LMCH with governmental agencies, regulators, vendors, and other external parties.
· Coordinate with PacifiCorp and relevant agencies regarding the waterfront, lake, and marina. Ensure inspections, regulatory inquiries, required reports, and corrective actions receive timely attention.
· Oversee safety programs, risk management, emergency preparedness, and incident follow-up. Ensure personnel assigned to emergency coverage are trained for their responsibilities and operate within their qualifications.
Strategic Planning and Organizational Improvement
· Maintain an annually updated infrastructure and organizational plan with 3-, 5-, and 10-year planning horizons for Board consideration. Identify priorities, anticipated costs, funding needs, and progress toward approved goals.
· Evaluate organizational performance and recommend improvements to service delivery, administrative procedures, technology, and resource use. Coordinate implementation with the AGM and responsible staff.
Additional Responsibilities and Policy Compliance
Perform other duties assigned through the Board President consistent with the GM's role. This description identifies principal responsibilities and is not an exhaustive task list. The GM is subject to LMCH's Employee Handbook; employment actions involving bargaining-unit employees are administered under the applicable Collective Bargaining Agreement.
Expectations Knowledge, Skills, and Experience
· At least five years of related experience managing a large, complex organization with comparable facilities, services, or operational responsibilities; educational background commensurate with that experience.
· Demonstrated ability to lead staff, coordinate contractors and volunteers, manage competing priorities, exercise sound judgment, and resolve difficult operational and interpersonal issues.
· Experience developing and administering budgets, financial planning, project management, competitive purchasing, and presenting recommendations to a Board and voting membership.
· Working knowledge of water, wastewater, electrical systems, roads, forestry, building maintenance, construction, and the management of substantial grounds and facilities.
· Strong written and verbal communication, public relations, and problem-solving skills; proficiency with reports, spreadsheets, presentations, and modern administrative systems.
· Ability to work effectively with a volunteer Board, operate through the established chain of command, and provide consistent leadership in coordination with the AGM.
Licenses, Certifications, and Screening
Possess or be able to obtain a valid Washington State driver's license and advanced First Aid and CPR certification or EMT credentials. Maintain credentials required for assigned duties, complete comprehensive background screening, and meet applicable LMCH insurance eligibility requirements, including Directors and Officers coverage.
Required Residency, On-Call Duties, and Work Schedule
The GM is required to reside on site in LMCH-provided housing because the position includes after-hours management availability, emergency response, and continuity of operations. Housing is provided in connection with these assigned responsibilities, not solely as an optional residential benefit.
The GM and AGM coordinate a coverage schedule that maintains appropriate management and emergency-response availability 24 hours a day, seven days a week. During assigned on-call periods, the GM must remain reachable and available to respond promptly to medical emergencies, safety and security incidents, utility failures, and other urgent operational matters, coordinating staff and emergency services as appropriate.
The regular schedule includes weekends, holidays, and evening meetings as operational needs require. The GM coordinates time off and planned absences to maintain adequate coverage, particularly during peak season. Shared coverage does not require both managers to be continuously on active duty, and it does not transfer the GM's reserved signing or termination authority.
Work is performed in office, outdoor, and operational environments and includes site visits and response to changing weather and field conditions. The GM must be able to perform the essential functions of the position, with or without reasonable accommodation.
Compensation and Benefits
Salary, benefits, and any approved bonus arrangement are established in the employment agreement and applicable LMCH benefit plans. On-site housing is provided for the required resident-management and emergency-response duties. Specific housing and occupancy terms are addressed in the applicable agreement.
