GENERAL SUMMARY:

Responsible for planning, organizing and directing operations and activities of Juvenile division of Trial Court including juvenile probation. Oversees and directs assigned staff, prepares and administers budgets, monitors and manages assigned accounts, prepares regular and special analyses and reports, and develops and implements policies and procedures for areas of responsibility. Oversees client services and casework.

Probate Register duties include but not limited to intake, review, processing and filing of legal documents pertaining to estates, mental commitments, guardianships, conservatorships, adoptions, wills and all other probate matters.

Reports to the Chief Judge and Trial Court Administrator.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

Responsible for planning, organizing and directing operations and activities of Juvenile division of Trial Court and related to ensuring child welfare, and providing programs and services to prevent, intervene, divert, and control delinquent behavior. Continuously monitors and evaluates assigned programs and services, and determines and implements appropriate improvements and additions to enhance quality and ensure needs are addressed.

Oversees and directs work of assigned staff (including volunteers and interns) engaged in providing client services in areas of juvenile probation, State holdover program. As supervisor of assigned subordinates, exercises authority to interview, hire, evaluate performance, assign and schedule work and time off, and recommend discipline and discharge in accordance with County policies. Responsible for ensuring professional development of assigned staff.

Compiles budget data and analyses, and in consultation with Chief Judge and administrator, prepares budget recommendations for general operating and capital budgets and Child Care Fund. Monitors and controls budget expenditures, and initiates corrective actions to resolve variances or discrepancies, and completes monthly reporting to the state.

Develops, secures approval of and implements policies and procedures for assigned areas of responsibility. In consultation with Chief Judge, establishes procedures for proper care, custody and control of all youths under the Court’s jurisdiction. Ensures policies and procedures for assigned areas are in compliance with applicable laws, regulations, and court rules.

Responsible for processing of all probate cases including, estates, wills, guardianships, conservatorships, mental commitments, adoption, and any other probate matters.

Responsible for overall management, and developing continuous improvement in assigned client services which includes:

  • Overseeing intake and referrals of all juvenile complaints or petitions brought before Court.
  • Establishing and enforcing casework standards to ensure needs for guidance, treatment, supervision and community safety are met; reviewing all casework and Court reports, and treatment plans, and initiating corrective actions and follow up to ensure proper performance of duties according to established standards and requirements.
  • Assigning youths under diversion or Court jurisdiction to probation officer; and coordinating family division staff meetings for caseload review, in-service training, updates, and so forth.
  • Responsibility for supervision of all youth placed out of the home.
  • Monitors neglect caseload, including Title IV E funding and authorizes expenses for neglect non-Title IV E caseload.
  • Responsible for developing and overseeing variety of Court-sponsored outreach programs for youth intended to prevent or resolve problems contributing to family dysfunction, delinquency, substance abuse, and so forth. Identifies potential funding sources to support needed programs and writes program proposals and grant requests. Implements approved programs by coordinating volunteer staffing and training, and providing necessary technical and administrative assistance
  • Performs all related administrative duties including reviewing and approving purchase requisitions, issuing payment vouchers on assigned funds, reviewing and approving employee timecards, maintaining records and files, and so forth. Maintenance of Juvenile court vehicle. Supervisor as to two Juvenile Probation Officers and one Juvenile Program Coordinator.

Requirements

  • Education: Minimum Bachelor’s Degree in Social Work, Criminal Justice, or related field.
  • Experience: Minimum three to five years of progressively more responsible, related experience. Supervisory experience highly preferred.
  • Certifications and/or Licenses: Current and valid State of Michigan driver’s license. Pass criminal background check.

Job Type: Full-time

Pay: $63,767.52 - $77,235.12 per year
