SENIOR PROPERTY MANAGER

POSITION SUMMARY:     The Senior Property Manager is responsible for overall management of all the Housing Authority’s dwelling units.  Regular duties require the exercise of mature independent judgment, tact in dealing with various types of individuals in stressful situations, and thorough knowledge of pertinent Housing Authority policies and HUD regulations, as well as state and federal laws regarding evictions.   Supervision is exercised over Assistant Property Managers, Support, Resident Services and Maintenance Staff.   Work is performed under the general supervision of the Director of Facilities and is reviewed primarily through staff meetings, review of reports, and evaluation of results obtained.

ESSENTIAL FUNCTIONS

 

  1. Concentrates on Public Housing accounts receivable, tenant conferences, and evictions.
  2. Conducts tenant meetings.
  3. Directly supervises Property Manager, Assistant Property Managers, Support and Resident Services.
  4. Performs Quality Control on Low Rent program which includes all Low Rent and LCHA rental units both occupied and vacant.
  5. Supervises Public Housing waiting list.
  6. Oversees all evictions and lease violations. Enforces tenant leases and LCHA policies. Prepares or supervises the preparation of legal documents for nonpayment of rent and other violations.
  7. Manages flat rents.
  8. Manages and implements all Admissions and Continued Occupancy Plan (ACOP) changes and regulations.
  9. Supervises the collection of rent and other charges, and the calculation of rent.
  10. Shows or supervises the showing of vacant units to all prospective tenants.
  11. Conducts or supervises inspections of housing units (i.e. new tenant’s initial inspection, follow up in 10 days, & another in 30 days with documentation on each inspection).
  12. Signs and explains inspection reports and tenant leases, or supervises the subordinate performing this job.
  13. Makes site follow-up visits to ensure all equipment and housing units are satisfactory.
  14. Calculates and/or monitors move-out repair charges and prepares required move-out letters.
  15. Make daily walks throughout grounds and buildings.
  16. Supervises and Coordinates maintenance programs with the Maintenance Personal; identifies minor and major repair needs; takes or schedules corrective action when indicated; determines whether charges are to be made.
  17. Supervises and participates in the counseling of tenants who are not complying with policy and/or procedures or who have economic, social, legal, health, or other problems, referring to the social service agencies when indicated and documenting tenant files.  Recruits and works with groups and agencies capable of rendering all types of assistance to tenants.
  18. Initiates transfer requests due to changing housing needs and emergency situations, monitor the results and responds immediately with follow-up supervision.
  19. Counsels or supervises the counseling with residents and works out acceptable method of payment for overdue renters.
  20. Initiate’s preparation of Annual Review for subordinates.
  21. Closely monitors all area expenditures by Authority subordinates and takes immediate corrective action to ensure strict compliance with approved budgets.
  22. Continually evaluates the effectiveness and productivity of the housing operations and staff. Develops and implements operational improvement programs as required.
  23. Enhancing property value by strategically acquiring and maintaining units with high potential for growth and demand.
  24. Continuously monitoring and optimizing property assets to ensure consistent appreciation and tenant satisfaction.
  25. Actively managing property portfolios, including trading and transitioning units, to respond to market dynamics and organizational needs.

RELATED DUTIES AND RESPONSIBILITIES

 

  1. Supervises the maintenance of records of all potential and existing vacancies for housing units.
  2. Works closely with Social Services on broad based Housing Authority programs; initiates and follows up on actions required for tenant participation.
  3. Ensures that all subordinate personnel are properly trained and have the required certification.
  4. Establishes priorities and procedures for all area housing units/projects.
  5. Attends staff meetings.
  6. Schedules and participates in off-shift and weekend coverage, as needed.
  7. Performs or supervises the timely annual review of tenants and dwelling units.
  8. Performs other reasonably related duties as assigned by immediate supervisor and other management as required.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

  1. Must be able to supervise a small group, giving frequent instructions, training, and planning.
  2. Must be able to work on-site and from an area office.
  3. Must be able to communicate with confidence, patience, and concern.
  4. Must have had established relations and/or able to obtain networking contacts within the public housing field.
  5. Must have the previous proven ability to start and complete all assigned work on time and within budget.
  6. Must have a proven ability to follow-up and/or review subordinates’ work within as assigned area; then make the necessary corrections (of needed) within a timely basis.
  7. Must be able to work independently and with little direct supervision.
  8. Must maintain an effective working relationship with subordinates, superiors, tenants, vendors, and social service agencies.

 

EDUCATION AND EXPERIENCE

 

  1. Graduation from an accredited college or university with bachelor’s degree in business, Public Administration, or Social Services related field.
  2. Experience in public housing management of 100 units or more.
  3. Five years practical experience in housing management with demonstrative accomplishments on previous jobs and have had full responsibility supervising three or more operative level employees.
  4. Or an equivalent combination of education and experience to meet the required knowledge, skills and abilities.

SPECIAL REQUIREMENTS

 

  1. Must be certified as a Public Housing Manager within one year of hire.
  2. Possession of a valid Illinois motor vehicle operator’s license.
  3. Must be bondable.

Salary : $55,000 - $60,000
