Position Summary: 

The Assistant Director of Comprehensive Community Services (CCS) provides strategic, operational, and clinical leadership for Lad Lake’s CCS program serving older youth and young adults ages 5–23 who are coping with mental health and/or substance use challenges. This role is responsible for the overall coordination, supervision, quality, compliance, performance, and external representation of the CCS program.

The Assistant Director oversees all CCS employees and ensures services are delivered in alignment with Lad Lake’s mission, values, contractual requirements, and person-centered philosophy of care. This position serves as the primary operational leader for the CCS program and works collaboratively with internal and external stakeholders to strengthen outcomes, partnerships, program sustainability, and service excellence.

The Assistant Director provides leadership to ensure youth and young adults receive individualized, strengths-based, trauma-informed, and culturally responsive services that promote wellness, independence, leadership, self-efficacy, and long-term success. This role is also responsible for monitoring program performance through ownership of departmental dashboards, KPIs, outcomes, and operational metrics to drive accountability, quality improvement, and strategic decision-making.

The Assistant Director serves as a key representative of the CCS program within the community, attending monthly PRIMO meetings, quarterly PIRM meetings, community collaboration meetings, and other external partnership opportunities to strengthen relationships, advocate for program needs, and represent Lad Lake with professionalism and leadership.

Essential Job Responsibilities:

Leadership & Program Oversight

  • Provide direct supervision, leadership, coaching, and accountability for all CCS employees. 
  • Lead day-to-day CCS operations to ensure quality service delivery, staff effectiveness, and program compliance. 
  • Foster a positive, collaborative, and high-performing team culture aligned with Lad Lake values. 
  • Support recruitment, onboarding, training, development, retention, and performance management of CCS staff. 
  • Ensure services are delivered using trauma-informed, strengths-based, individualized, and culturally responsive approaches. 
  • Serve as a leadership resource in navigating critical incidents, client concerns, staffing needs, and operational decision-making. 
  • Participate in strategic planning, program development, and expansion initiatives related to CCS services. Lead continuous quality improvement efforts and implement strategies to improve service delivery and outcomes.

Clinical & Compliance Oversight

  • Provide clinical consultation, guidance, and oversight to CCS staff. 
  • Serve as the Mental Health Professional on the CCS team as required by program standards. 
  • Ensure completion and quality of Functional Screens, assessments, Support Plans, documentation, and service planning. 
  • Review and approve required documentation including Service Codes, Progress Notes, Community Treatment Plans, and other related clinical records. 
  • Ensure compliance with CCS standards, Medicaid requirements, licensing expectations, and contractual obligations. 
  • Monitor program quality, documentation accuracy, audit readiness, and overall compliance performance. 
  • Support staff in maintaining appropriate boundaries, ethical practices, and clinical standards.


Operational & Financial Management

  • Own and manage departmental dashboards, KPIs, program outcomes, and operational metrics. 
  • Monitor program performance and utilize data to identify trends, opportunities, and areas for improvement. 
  • Ensure timely and accurate billing processes, reporting, and financial documentation. 
  • Work collaboratively with leadership to maintain program sustainability and fiscal responsibility. 
  • Monitor program expenses and support budget management efforts. 
  • Review monthly reports and ensure accurate submission of required program and contract data. 
  • Provide data, summaries, and operational insights to organizational leadership as requested. 
  • Utilize evaluation data and stakeholder feedback to strengthen program effectiveness and service outcomes.


External Parternships & Representation

  • Serve as a primary external representative and ambassador for Lad Lake’s CCS program. 
  • Attend and actively participate in monthly PRIMO meetings and quarterly PIRM meetings. 
  • Develop and maintain strong relationships with community partners, referral sources, county representatives, providers, and stakeholders. 
  • Participate in public presentations, networking opportunities, and community collaboration efforts. 
  • Promote awareness, engagement, and support for CCS services and Lad Lake initiatives.


Staff Development & Training

  • Provide onboarding, mentoring, coaching, and ongoing development opportunities for CCS staff. 
  • Identify training needs and coordinate professional development opportunities with HR/Learning & Development. 
  • Support staff competency development related to engagement, documentation, compliance, critical incident response, and service quality. 
  • Ensure staff complete required trainings and maintain compliance standards.


On-Call & Direct Care Support

  • Be available as needed to support program operations, staff consultation, and navigating critical incidents. 
  • Provide case coverage or direct service support during staffing shortages, vacancies, emergencies, or operational needs.

Qualifications, Competencies, and Experience: 

  • Master’s Degree in Social Work, Counseling, Marriage and Family Therapy, or related behavioral health field required. Current Wisconsin licensure required (LMSW, LPC, LMFT, LCSW, or equivalent). 
  • Minimum of 10 years of experience working in behavioral health, youth services, or community-based mental health required 
  • Previous leadership, supervisory, or program management experience preferred 
  • Experience overseeing program operations, compliance, and service delivery preferred 
  • Experience utilizing data, dashboards, and KPIs to monitor program effectiveness and improve outcomes preferred 
  • Strong verbal and written communication skills 
  • Ability to effectively supervise, coach, and develop employees 
  • Ability to build and maintain positive working relationships with staff, youth, families, community partners, and stakeholders 
  • Strong organizational, time management, and prioritization skills 
  • Ability to manage multiple responsibilities and operational demands simultaneously 
  • Strong problem-solving, critical thinking, and decision-making abilities 
  • Ability to analyze data and utilize metrics to drive accountability and program improvement 
  • Strong presentation and public speaking skills 
  • Ability to work independently while also collaborating effectively across teams
