Subject Matter Expert for the Women, Infants and Children Program. Provides technical guidance, consultation and training to staff/partners. Plans, implements and evaluates Public Health programs to ensure effective, evidence-based services aligned with county, state and federal Public Health standards and regulations. Supervisory duties include staff development and performance, collaboration, continuous quality improvement to advance community health outcomes. Monitors and manages unit/program budgets, grants, contracts and deliverables for fiscal accountability and compliance. Registered Dietician or BSN required, 3 years supervisory experience preferred.

The Public Health Women Infant Child (WIC) Program Supervisor provides leadership, direction, and oversight for a diverse team of paraprofessional, professional, technical, and administrative support staff, as well as students and interns, in the delivery of a wide range of public health services for La Plata County. This position serves as the subject matter expert for the WIC Program, providing technical guidance, consultation, and training to staff and partners. This position is responsible for planning, coordinating, implementing, and evaluating assigned public health programs to ensure services are effective, evidence-based, and aligned with county, state, and federal public health standards and regulations.

Duties include overseeing daily operations; supporting staff development and performance; facilitating huddles, team meetings, and individual check-ins to communicate program updates and provide guidance and feedback; fostering collaboration and continuous quality improvement to advance community health outcomes; serving as the first point of escalation for personnel or customer concerns and resolving issues promptly; and monitoring and managing unit budgets, grants, contracts, and deliverables to ensure fiscal accountability and compliance.

Manages the day-to-day administrative operations of the assigned unit/program, including planning, coordinating, administering, and evaluating programs, projects, processes, procedures, systems, standards, and services to ensure effective delivery of public health services.

Plans, assigns, directs, and evaluates the work of assigned staff, students, and interns to meet program objectives and community needs.

Supervises assigned unit/program staff, students, and interns in accordance with County policies, procedures, and applicable laws, including responsibility for interviewing, hiring, orienting, onboarding, training, performance appraisal, recognition, and progressive discipline.

Conducts regular staff huddles, unit and division meetings, and individual meetings to communicate unit, division and departmental information, programmatic and procedural changes, and to provide consultation, guidance, coaching, and feedback on job performance.

Serves as the first point of contact for escalation of concerns or complaints; addresses personnel and customer issues, resolves conflicts, and implements solutions in a timely and professional manner.

Serves as the subject matter expert for the assigned unit/program and represents the department by serving on committees and presenting on public health concerns, services, and programs at public meetings, community forums, and related events.

Monitors and manages unit/program budgets, including tracking expenditures and revenues and overseeing vendors and contractors to ensure fiscal accountability and contract compliance.

Identifies, seeks, and supports funding and revenue development opportunities, including participation in grant acquisition, preparation of materials for LPC Grant Review Committee, and grant writing.

Performs grant and contract monitoring activities, including oversight of deliverables, expenditures, invoicing, data collection, and required reporting.

Collaborates with other supervisors and staff across the Public Health Department to promote information sharing, coordinated processes, and consistent service delivery.

Promotes innovation, critical thinking, clear communication, and responsible decision-making throughout the agency.

Ensures compliance with privacy, security, safety, risk management, regulatory requirements, protected health information standards, and division- or program-specific guidelines.

Oversees and supports quality compliance, quality assurance, and continuous quality improvement activities to ensure adherence to laws, rules, regulations, contracts, and recognized industry standards.

Develops program objectives, activities, and scopes of work based on program guidelines; evaluates program performance; participates in continuous quality improvement; and recommends updates and improvements.

Supports data collection, analysis, and reporting requirements for contracts, grants, and program evaluation.

Serves as backup for the Division Manager as needed to ensure continuity of operations.

Provides outreach and education to the community and program stakeholders to promote public health awareness and access to services.

Develops and supports staff and programs that empower residents through education and tools to overcome barriers to accessing services and to navigate systems of care and support.

Supports planning and implementation of activities related to a coordinated public health and environmental emergency response, as required.

Performs the full range of duties associated with the assigned Supervisor classification and as required by operational needs, may be assigned to perform duties and responsibilities of lower Public Health Specialist classifications to ensure continuity of services and effective program operations.

Develops and enforces operational standards for the local WIC Program in alignment with Federal and state guidelines, assisting staff in maintaining compliance.

Designs, implements, and evaluates nutrition, wellness, and disease prevention programs within the WIC scope of work.

Provides direct client services, including nutrition assessment, counseling, and breastfeeding education.

Functions as a High-Risk Dietitian or Registered Nurse by delivering care to high-risk participants at least once per certification period and coordinating follow-up care for the duration of high-risk status.

Consults with health care providers regarding participants’ nutritional needs, formula prescriptions, and health concerns, ensuring appropriate referrals and follow-up.

Participates in monitoring and reviewing electronic charts, paper records, WIC clinic operations, and nutrition education activities to ensure service quality and compliance.

Maintains current knowledge of nutrition research and best practices relevant to WIC participants and program objectives.

Performs other duties as assigned.

Education And Experience

Must hold a Bachelor of Science Nursing (BSN) or be a Registered Dietitian (RD)

Three (3) or more years of supervisory or program management experience, preferably in public health or WIC is preferred

Certified Lactation Counselor (CLC), International Board-Certified Lactation Consultant (IBCLC) certification preferred; commitment to pursuing advanced maternal health strongly preferred.

Licenses And Certifications

Registered Dietitian or Registered Nurse by the State of Colorado is required within 30 days of hire

Valid Driver's License

Specialized equipment, tools, and technologies relevant to the area of assignment.
