Description

*THIS POSITION IS TEMPORARY AND PART TIME (UP TO 20 HOURS) WITH LIMITED BENEFITS. (Please see Benefits tab for additional information.) No Qualified Candidate Pool (QCP) will be established. You will only be contacted if there is an interest from the hiring department. *

Provides legal expertise to ensure that the Inspector General (IG) is able to act to the full extent of assigned authority, actions taken in executing duties withstand any legal scrutiny, and the IG is current on legal issues and trends. This role will assist the Office of the Inspector General Engineer with a study of the effectiveness of the Los Angeles Metro construction support department including the procurement process and oversight of the construction projects. This role may also assist with the development of the Office of the Inspector General internal investigation policy and procedures for oversight of the newly formed police department.

Examples of Duties

  • Writes legal summaries, petitions, strategies, letters, and other documents for the Office of the Inspector General (OIG)
  • Researches legal issues and legislation
  • Compiles reports and evidence
  • Reviews and analyzes reports, documents, and problems to identify legal issues and recommend actions/solutions
  • Coordinates with outside agencies regarding cases and matters
  • Researches and drafts various policies and procedures
  • Assists transit court personnel as needed
  • Participates in and consults on investigations, studies, and audits as needed
  • Works on modernizing office workflow
  • Participates in strategic planning
  • Works with Metro Legal department and County Counsel
  • Monitors and recommends legislation to the Metro Government Relation Department
  • Attends various meetings as required
  • Provides guidance, coaching, and training, and oversees the work product of staff
  • Reviews work for quality and adherence to local, state and federal laws, ordinances and statutes, Metro, and OIG policies, procedures, and directives
  • Performs special projects requested by the Inspector General

Minimum Qualifications

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

Education

  • Juris Doctor (JD) degree


Experience

  • Five years of relevant paralegal, legal, or administrative experience working with legal documents and attorneys, and performing legal research and writing, including at least two years specialized experience in area of assignment


Certifications/Licenses/Special Requirements

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
  • Licensed Attorney
  • Admission to California Bar, maintaining status as active and in good standing

Preferred Qualifications

Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity.   • Experience supporting government construction projects including the process and elements such as preliminary engineering, utility relocation and design for a public agency
  • Experience researching and analyzing requirements for procuring government construction projects involving specifications, changing orders, and budget management
  • Experience monitoring, evaluating, or reviewing law enforcement policies, procedures, or performance

Essential Knowledge

  • Methods of legal research involving issues arising from California and federal statutory and constitutional law
  • Trial and hearing procedures and rules of evidence
  • Principles and practice of administrative law and procedures; California statutory and constitutional law
  • Laws in relation to authority, responsibilities, and obligations of public officials, administrative boards, and agencies
  • Laws, rules, and procedures pertaining to conducting investigations, criminal prosecutions, and public sector contracting, such as public works project procurements
  • Employment law
  • Transportation and transit operations, including bus and/or rail
  • Proper investigation best practices
  • Required hardware and software applications, including Microsoft Office Suite

Pension Plan - PTSC retirement plan is the Public Employees' Retirement System (PERS). Vesting is five (5) years. Minimum retirement age is 52, based on the 2% at 62 formula.
