Description

Administers and manages the work of employees in a Rail Equipment Maintenance Division to maintain and advance the rail safety and security for Metro employees, customers, and the public; implements industrial-leading state of good repair programs and provides for workforce development.

Examples of Duties

  • Manages developing goals, establishing plans and priorities, and assigning and supervising the work of employees in a Rail Equipment Maintenance Division
  • Administers safety, quality assurance, and rail vehicle preventive maintenance programs and schedules, including production and equipment upgrades
  • Administers overhaul programs for rail cars and components and prepares production schedules and progress reports
  • Determines training needs within the rail equipment maintenance division; develops, recommends, and implements training programs
  • Assists with conducting disciplinary investigations, hearings, and counseling sessions; testifies at unemployment and workers' compensation hearings and court cases
  • Administers various union contracts and workers' compensation program activities for compliance
  • Assists in budget development, manages budget, and monitors expenditures
  • Reviews and analyzes rail division maintenance operations and monitors system performance to identify and resolve problems
  • Coordinates facility maintenance, repairs, and upgrades
  • Investigates and reports equipment failures and accidents; determines if accidents are chargeable according to labor agreement mandates
  • Prepares rail equipment maintenance standard operating procedures, reports, correspondence, Requests for Proposals, budget proposals, work programs, incident reports, and notices; develops requisitions for needed equipment
  • Interacts with various departments and outside agencies to coordinate schedule and procedural improvements to ensure quality service
  • Conducts division shake-ups and bidding procedures
  • Supervises, trains, mentors, and motivates assigned staff
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees

Minimum Qualifications

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

Education

  • Bachelor's Degree in Business, Public Administration, or a related field

Experience

  • Six years of relevant experience or three years of relevant supervisory-level experience in heavy or light rail vehicle or rail fleet maintenance within public transportation, or in any comparable public or private organization; some positions in this class may require specialized experience in area of assignment

Certifications/Licenses/Special Requirements

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
Preferred Qualifications
Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment.   • Experience overseeing a diverse workforce, inclusive of internal employees and contractors, in the maintenance, repair, and overhaul of railcars.
  • Experience leading union employees, contractors, and vendors.

Essential Knowledge

Knowledge of (defined as a learned body of information that is required for and applied in the performance of job tasks)

  • Theories, principles, practices, and procedures of rail equipment maintenance and repair
  • Theories, principles, and practices of education and training, including training needs assessment, development of curricula, learning objectives, and program evaluation
  • Applicable local, state, and federal law, rules, and regulations governing public transit systems
  • Federal, state, and local electrical codes
  • Methods, materials, equipment, and safety procedures of the electrical trade
  • Electronic/electrical subsystems, including quality control standards for maintenance of electrical systems
  • OSHA (Occupational Safety and Health Administration) and other safety and environmental regulations related to rail vehicle maintenance
  • Sources of supply manufacturing techniques
  • Modern management theory

  • Planning, organizing, and monitoring the work of a rail vehicle maintenance division
  • Facilitating training and development programs
  • Determining strategies to solve problems and achieve goals

  • Communicating effectively orally and in writing
  • Preparing comprehensive reports and correspondence
  • Interacting professionally with various levels of Metro personnel and representatives from outside agencies and organizations
  • Effectively supervising, training, mentoring, and motivating assigned staff

Accidental Death & Dismemberment Insurance - PTSC provides $50,000 coverage for each employee. Additional voluntary coverage in amounts up to $500,000 is available at favorable premium rates.

Long-Term Disability Insurance - 100% employer paid. Provides employees with a minimum income of 60% of earnings after six months of disability. Buy up or buy down options available.

Holidays - 12 days a year: New Year's Day, Martin Luther King, Jr. Day, Presidents' Day, Memorial Day, Independence Day, Labor Day, Veterans' Day, Cesar E Chavez, Juneteenth,Thanksgiving Day, Day After Thanksgiving, and Christmas Day.

Hire date - 5 years 20 days

Pension Plan - PTSC retirement plan is the Public Employees' Retirement System (PERS). Vesting is five (5) years. Minimum retirement age is 52, based on the 2% at 62 formula.
