Description

Provides the planning, oversight, and monitoring functions for budget and administration processes to help ensure fiscal responsibility and accountability, and that projects advance Metro's core business objectives. The Manager, Budget will manage and review all Metro’s Treasury operations, including Budget and/or budget-related activities. Additionally, the role will be responsible for developing and evaluating financial models to support strategic initiatives and resource assessment.

Examples of Duties

  • Manages financial and non-financial budgets and the assigned staff and functional teams responsible for developing and monitoring budgets
  • Solicits and garners support from advocacy groups and key stakeholders for budget adoption
  • Manages the preparation, implementation, and administration of Metro's Budget and Performance-Based Budgeting system
  • Assumes lead responsibility for the preparation and analysis of short-, intermediate-, and long-term budget projections and key performance indicators (KPIs), such as multi-year, annual, quarterly, and monthly
  • Utilizes technology to develop and monitor forecasts, budgets, and performance measures for programs and projects
  • Ensures department programs and projects advance Metro's core business objectives
  • Manages complex modeling of costs and revenues
  • Analyzes trends in critical cost drivers that ensure Metro's financial sustainability, including transit ridership and fare revenue
  • Manages strategic analyses/approaches to problem solving
  • Utilizes technology to perform cost/benefit and budget to actuals analyses of Metro departments' projects and services
  • Coordinates the correct reporting of Metro's financial reports between the budget, payroll, accounting, and other Metro departments
  • Prepares analyses of Board reports and interdepartmental proposals for potential short- and long-term budget impacts
  • Leads special task forces, committees, panels, and peer groups on major financial, budgetary, and performance issues as required
  • Provides technical and financial expertise on Metro's Financial Information System
  • Prepares and presents reports and analyses to senior management
  • Assists in the implementation of financial and performance applications and designs reports for use by Metro staff
  • Develops procedures and techniques for tracking Metro-wide operational, Administrative, Financial, and Organizational performance
  • Monitors consultant contracts
  • Provides financial expertise in Metro's labor contract negotiations
  • Utilizes technology to coordinate expenditure and revenue budgets to ensure balanced budgets by fund
  • Supervises, trains, mentors, and motivates assigned staff
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees
  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

Minimum Qualifications

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

Education

  • Bachelor's Degree in Accounting, Finance, Economics, Business, Statistics, Mathematics, or a related field; Master's Degree in a related field preferred

Experience

  • Six years of relevant experience or three years of relevant supervisory-level experience performing professional budgetary analysis, financial analysis, data collection and performance analysis, organizational efficiency analysis, or market research; some positions in this class may require specialized experience in area of assignment

Certifications/Licenses/Special Requirements

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
  • Treasury Department personnel must qualify to be bonded
  • Certified Public Accountant (CPA) license preferred

Preferred Qualifications

  • Experience monitoring compliance of public finance agreements
  • Experience developing budgets and modeling costs and revenue related to Treasury duties
  • Experience compiling data and preparing complex financial reports

  • Theories, principles, and practices of budget administration, finance, data collection and statistical analysis
  • Applicable local, state, and federal laws, rules, and regulations relating to budgets, finances, and funding for a public agency
  • Budgeting techniques, financial analysis, and cost benefit analysis
  • Financial forecasting
  • Surveying, market research, and data collection techniques
  • Complex analytical and research methodologies
  • Generally Accepted Accounting Principles (GAAP)
  • Government Finance Officers Association (GFOA) budget procedures and standards
  • Computer-based business and data analysis software, such as Geographic Information System (ArcGIS), Statistical Package for the Social Sciences (SPSS), and Microsoft Office Suite applications
  • Modern management theory

  • Overseeing the operations of a budget administration department
  • Developing, implementing, and evaluating budgeting and performance policies, targets, and controls for the entire agency

Group Life Insurance - PTSC pays for an amount equal to your annual salary, rounded up to the nearest $1,000. Minimum amount of life insurance is $30,000.

Accidental Death & Dismemberment Insurance - PTSC provides $50,000 coverage for each employee. Additional voluntary coverage in amounts up to $500,000 is available at favorable premium rates.

Long-Term Disability Insurance - 100% employer paid. Provides employees with a minimum income of 60% of earnings after six months of disability. Buy up or buy down options available.

Years of Service Annual Accrual
Hire date - 5 years 20 days

Pension Plan - PTSC retirement plan is the Public Employees' Retirement System (PERS). Vesting is five (5) years. Minimum retirement age is 52, based on the 2% at 62 formula.
