WHAT YOU WILL DO:
- The Project & Proposal Manager is responsible for leading the end-to-end proposal lifecycle for government contracts while managing program execution from inception through completion. This position ensures all proposals and programs meet strict technical, contractual, and regulatory requirements—including FAR/DFARS—and are delivered on time, on budget, and with uncompromising quality. You will:
- Lead and manage all phases of the government proposal process, including scheduling, compliance tracking, budget development, and review coordination.
- Serve as the primary point of contact with government agencies, Contracting Officer Representatives (COR), and customer stakeholders.
- Conduct detailed evaluations of Requests for Proposals (RFPs) to define scope, deliverables, compliance criteria, and required resources.
- Coordinate multi-site and cross-functional teams—including engineering, technical, manufacturing, and administrative groups—to ensure program, cost, and schedule objectives are met.
- Provide oversight and accountability for program financials, performance metrics, and execution.
- Lead customer program reviews addressing cost, schedule, risk, and technical performance.
- Identify and develop new government business opportunities; proactively expand relationships with existing customers.
- Establish and monitor master plans and schedules, mitigate risks, and implement corrective actions or resource adjustments as needed.
- Drive creation, refinement, and submission of high-quality, compliant proposals that meet client, federal, and regulatory requirements.
- Maintain a comprehensive and organized repository of proposal content and supporting documents.
- Ensure quality assurance, performance tracking, and effective task-order execution across all Government Systems initiatives.
- Perform other duties as assigned to support mission objectives.
WHAT YOU BRING:

- A bachelor’s degree in engineering, business, or a related field; an advanced degree is a plus.
- Approximately five years of experience in project management, including supervisory and contract management responsibilities.
- Around five years of experience managing government proposals—ideally within the aviation or aerospace sector.
- Working knowledge of government contracting practices and regulations, including FAR and DFARS, with experience supporting proposals for DoD, DHS, and civilian agencies.
- Strong experience in analytical or technical fields such as engineering, aviation, communications, or other related disciplines.
- Proven ability to lead multiple complex proposals under tight deadlines while ensuring accuracy and compliance.
- Strong leadership and organizational skills, with experience guiding diverse, cross-functional teams.
- Excellent written and verbal communication skills, with the ability to collaborate professionally with government customers, internal leadership, and technical teams.
- High attention to detail, analytical thinking, and a commitment to producing high-quality work.
- Familiarity with proposal development tools such as SharePoint, GovWin, or Shipley methodologies.
- Proficiency with standard business systems, including ERP, CRM, and project management tools.
- Ability to read, write, and speak English fluently.
- Must submit to and pass pre-employment drug testing and any applicable company/FAA Drug and Alcohol Abuse Program that may be required.
- Must be able to pass required background checks, including a 10-year TSA check if airport access or badging is required.
