Job Summary:
We are seeking a dynamic and detail-oriented Commercial Construction Quality Control (CQC) System Manager to oversee quality assurance processes on USACE (U.S. Army Corps of Engineers) projects. This role involves implementing and managing comprehensive quality control systems to ensure construction work meets all contractual and regulatory standards. The ideal candidate will bring strong construction site experience, exceptional analysis skills, and a proactive approach to quality inspection and management.
Essential Functions:
- Develop, implement, and maintain the project-specific Quality Control (QC) plan aligned with USACE standards and contractual requirements.
- Participate in pre-construction activities and subcontractor/owner meetings to promote an understanding of the Quality Control Plan, its implementation and documentation.
- Conduct thorough construction inspections daily to verify compliance with plans, specifications, safety protocols, and quality standards.
- Develop schedule of activities, testing and inspections to promote continuing attention to the production and installation of error-free work in compliance with project requirements.
- Responsible for ensuring that the project is constructed, tested, inspected, and documented in accordance with the project contract documents and quality standards.
- Responsible for daily quality control activities on-site, including data collection, documentation, and reporting of inspection results.
- Coordinate with construction management teams to address quality issues promptly and effectively, ensuring continuous project progress.
- Communicate and document deficiencies; direct repairs or corrections to work and exercise stop work authority when necessary.
- Review and approve/reject submittals from subcontractors, suppliers, and vendors for compliance with the contract documents, plans, and specifications.
- Perform daily inspections and direct subcontractors to provide daily inspections to ensure compliance with quality requirements. Prepare daily quality control reports which summarizes quality operations.
- Maintain on-site records of records of materials used, factory tests, manufacturers' certifications, quality control operations, activities, other tests, and inspections performed including the work of subcontractors and suppliers.
Educational and Experience Qualifications:
- Degree in construction management, architecture or engineering and a minimum of 10 years documented relevant on-site construction experience.
- Completion of USACE's Construction Quality Management for Contractors.
- Well versed in FAR Clauses, building codes, and general engineering principles.
- Current OSHA 30-hour or greater and current first aid and CPR/AED certifications.
- Thorough knowledge and understanding of construction, quality, safety, and inspection best practices.
- Demonstrated ability to lead and supervise employees, subcontractors, and vendors.
- Excellent written and verbal communication skills with all levels of internal and external contacts.
- Proficient in software, databases, and platforms such as QC-RMS systems, Microsoft Office including Project, Procore, etc.
