Payroll Specialist – Construction

Position Summary
We are seeking an experienced Payroll Specialist with construction industry experience to manage the company’s full-cycle payroll process and ensure employees are paid accurately and on time.
This position will be responsible for reviewing and processing payroll, maintaining accurate employee payroll records, administering deductions and contributions, and preparing certified payroll documentation. The ideal candidate will have a strong understanding of construction payroll, prevailing wage requirements, Davis-Bacon regulations, and certified payroll reporting.
The Payroll Specialist will use Paylocity as well as various customer and project compliance portals to ensure payroll information is accurate, complete, and submitted within required deadlines.
Essential Functions
Payroll Administration
- Manage the full-cycle payroll process, ensuring payroll is processed accurately and on schedule.
- Review and verify employee hours, wages, overtime, deductions, reimbursements, bonuses, overrides, and other payroll transactions.
- Process and maintain temporary employee timecards and payroll.
- Review timecards for accuracy, including proper job, project, and cost-code allocation.
- Administer payroll deductions, including benefit deductions, 401(k) contributions, loan repayments, voluntary deductions, and other authorized deductions.
- Use Paylocity to process payroll, maintain employee payroll records, and manage payroll-related transactions.
- Research and resolve payroll discrepancies and employee payroll questions.
- Maintain accurate and confidential payroll records and documentation.
- Prepare payroll reports and assist with payroll reconciliations and audits.
Certified Payroll & Construction Compliance
- Prepare certified payroll for construction projects in accordance with applicable requirements.
- Maintain and apply Davis-Bacon Act wage rates and applicable prevailing wage requirements.
- Prepare WH-347 forms and required supporting documentation.
- Maintain and update certified payroll information in LCP Tracker, Elations, and eMars/Emars, as applicable.
- Review payroll information to ensure employees are paid according to applicable prevailing wage and project requirements.
- Ensure payroll information is accurately entered into customer, project, and compliance portals.
- Maintain required documentation to support audits, compliance reviews, and project requirements.
- Work with the third-party payroll provider to ensure certified payroll and related payroll information is complete and submitted accurately and on time.
- Stay current on applicable payroll, wage and hour, prevailing wage, and certified payroll requirements.
Qualifications
- 2 years of full-cycle payroll experience.
- Construction payroll required
- Strong knowledge of payroll processes, employee compensation, deductions, overtime, and payroll reporting.
- Experience with Paylocity or a similar payroll/HRIS system.
- Experience with certified payroll and prevailing wage requirements preferred.
- Knowledge of Davis-Bacon Act requirements preferred.
- Experience preparing WH-347 forms is a plus.
- Experience with LCP Tracker, Elations, eMars/Emars, or similar compliance portals is preferred.
- Strong attention to detail and accuracy.
- Excellent organizational and time-management skills.
- Ability to manage multiple priorities and meet strict weekly payroll deadlines.
- Strong written and verbal communication skills.
- Ability to handle confidential payroll and employee information with discretion.
Ideal Candidate
The ideal candidate will have hands-on experience processing construction payroll and understand the additional requirements associated with prevailing wage and certified payroll. They should be comfortable working in Paylocity, reviewing large amounts of payroll information, identifying discrepancies, and ensuring all payroll and certified payroll documentation is accurate before deadlines.
Experience with Davis-Bacon, WH-347, prevailing wage, and construction compliance portals will be highly valued.
