LB&B Associates Inc. is seeking a full-time Chief Engineer to support our contract providing exceptional operations and maintenance (O&M) services for the General Services Administration (GSA) at a U.S. courthouse. About the Role

The Chief Engineer will oversee technical operations and maintenance for the federal courthouse. This position serves as one of the primary technical authorities for building systems, leads a dedicated technical team, and ensures the highest standards of reliability, safety, compliance, and performance.

Qualifications

We are seeking a technically skilled and accountable leader who is committed to operational excellence. The ideal candidate will possess:

• A high school diploma. 
• A minimum of five years of recent experience as a chief engineer or in a related supervisory role overseeing in-house skilled trades employees in large commercial high-rise facilities.
• A minimum of ten years of progressive commercial facilities maintenance experience.
• An EPA Universal Refrigerant Certification.
• Excellent spoken and written English communication skills.
• Strong organizational, leadership, and supervisory abilities.
• Demonstrated commitment to workplace safety and regulatory compliance.

Hands-on experience with operation and repair of the following systems and equipment is required:

• Chillers, boilers, pumps, and heat exchangers.
• HVAC systems and building automation systems (BAS).
• Life safety systems and utility services.
• Electrical power distribution and plumbing.
• Other mechanical equipment essential to building operations.

Candidates must possess or be able to obtain one or more of the following industry certifications:

• NATE HVAC Service Technician.
• HVAC Excellence Professional Level.
• UA STAR HVACR Mastery.

Key Responsibilities

As Chief Engineer, you will be responsible for the safe, reliable, and efficient operation of the facility. Your responsibilities will include:

• Overseeing the technical operations and maintenance of assigned building and ensuring that equipment and systems operate optimally.
• Supervising, training, and mentoring technical staff while fostering teamwork, accountability, and professional development.
• Preparing work schedules, assigning duties, and coordinating preventive maintenance activities.
• Developing, implementing, and carrying out building safety and emergency-response plans.
• Enforcing security protocols, including logging subcontractor access and maintaining accurate entry and exit records.
• Ensuring compliance with environmental, health, safety, security, and applicable government requirements.
• Responding promptly and professionally to customer requests and complaints.
• Managing vendor relationships and negotiating contracts for services, supplies, and repairs.
• Coordinating modifications to building utilities, services, piping, ductwork, fire safety systems, and security systems in accordance with established policies.
• Developing and executing operations and energy plans focused on efficiency, sustainability, and cost savings.
• Planning and overseeing testing, shutdowns, and startups of critical building systems while maintaining system integrity and safety.
• Documenting building inspections on applicable GSA forms and ensuring complete and accurate reporting.
• Proactively identifying and communicating dangerous conditions or emergencies to the Project Manager and Contracting Officer’s Representative (COR), and taking immediate action when necessary.
• Scheduling building-services activities to minimize disruption to daily operations.
• Serving as a primary responder to building emergencies during and after normal working hours, including fire alarms, power outages, flooding, inclement weather, and natural disasters.
• Controlling access to mechanical and technical areas and maintaining building security.
• Conducting preventive-maintenance programs, maintaining detailed records, and preparing comprehensive reports.
• Leading the onboarding and continuing education of technical staff and reinforcing best practices and safety protocols.
• Tracking electrical and mechanical service capabilities and coordinating future upgrades to maintain balanced and efficient systems.
• Ensuring that testing, commissioning, and training are completed for repairs, alterations, and construction projects.
