Our work includes roads and bridges, marine and port facilities, rail and transit infrastructure, environmental remediation, energy and utilities, dams and flood-control systems, and large-scale site and civil construction for both public and private clients.

This position is intended for professionals with established project management experience in heavy civil and environmental construction. Candidates whose background is primarily residential, light commercial, or unrelated construction sectors will not be considered.

Core Responsibilities

Lead assigned heavy civil and environmental infrastructure projects through all phases of execution, from preconstruction planning through project completion, maintaining full responsibility for scope, schedule, cost performance, and quality.

Develop and manage detailed project schedules, coordinating closely with field leadership to align work sequencing, manpower, subcontractors, and equipment with the project’s critical path and milestone commitments.

Manage project financial performance through job cost coding, quantity tracking, forecasting, work-in-progress reporting, change management, and cost control to maintain project profitability.

Administer owner and subcontractor contracts, including RFIs, submittals, change orders, notices, and documentation necessary to manage risk and contractual obligations.

Maintain regular field coordination with Superintendents and site personnel to monitor productivity, safety performance, environmental compliance, and adherence to project specifications.

Serve as the primary point of coordination with owners, engineers, inspectors, and key stakeholders, ensuring clear communication and timely resolution of technical or contractual issues.

Direct and support Project Engineers, Assistant Project Managers, Superintendents, and subcontractors, establishing clear expectations and maintaining effective coordination among project teams.

Lead project close-out activities including punch list completion, testing and commissioning coordination, as-built documentation, operation and maintenance manuals, and final invoicing.

Required Heavy Civil Background (Must Meet). Applicants must clearly meet the following criteria.

Minimum of 10 years of experience working as a Project Manager or Assistant Project Manager on heavy civil infrastructure projects such as highways, bridges, marine or port structures, rail and transit, environmental remediation, large-scale site/civil work, or public works/DOT projects.

Direct responsibility for managing field operations and subcontractors on complex civil construction projects involving earthwork, utilities, concrete structures, and related infrastructure scopes.

Demonstrated ability to control project schedules and manage costs on multi-discipline civil projects that include both self-performed work and subcontractor coordination.

Experience delivering projects with strict public-sector or infrastructure documentation requirements, including RFIs, submittals, change orders, progress documentation, and coordination meetings.

Strong working relationship with Superintendents and field crews on project planning, means and methods, sequencing, and productivity improvement.

Excellent written and verbal communication skills for coordination with owners, engineers, inspectors, subcontractors, and internal teams.

Preferred Qualifications

Experience on transportation infrastructure, rail and transit projects, marine and port construction, environmental remediation, dam rehabilitation, or large-scale utility and site/civil construction.

Experience with CPM scheduling tools such as Primavera P6 or similar project scheduling platforms.

Bachelor’s degree in Civil Engineering, Construction Management, or a related field, or equivalent heavy civil project management experience.

Applicant Guidance

This position is intended for experienced heavy civil project managers capable of leading complex infrastructure projects and coordinating multidisciplinary teams.
