Senior IT Project Manager

Position Overview
We are seeking a Senior IT Project Manager to lead enterprise technology initiatives within a State Government environment. The selected candidate will oversee full project lifecycle management including planning, execution, budget oversight, vendor coordination, and risk mitigation. This role requires managing cross-functional teams in structured procurement-driven environments. The ideal candidate will demonstrate strong leadership, stakeholder engagement, and governance management skills. Experience managing multi-million-dollar modernization efforts and ensuring compliance with government standards is highly preferred. This is a highly visible leadership role requiring executive-level reporting and decision-making capabilities.
Key Responsibilities
- Develop comprehensive project plans outlining scope, milestones, resource allocation, and budget tracking.
- Manage vendor contracts and ensure deliverables align with procurement agreements.
- Facilitate risk identification sessions and implement mitigation strategies.
- Lead weekly status meetings and provide executive-level reporting.
- Track project financials and forecast budget variances.
- Coordinate cross-functional teams including developers, analysts, QA, and infrastructure staff.
- Oversee change management and ensure formal approval workflows are followed.
- Ensure deliverables comply with state regulatory and security requirements.
- Monitor project KPIs and performance metrics to ensure timely delivery.
- Escalate issues appropriately and resolve cross-team conflicts.
- Manage project documentation and audit readiness.
Required Qualifications
- Bachelor’s degree in IT, Business, or related discipline.
- 8 years of IT Project Management experience.
- Demonstrated experience managing enterprise application implementations.
- Strong experience in Agile and Waterfall methodologies.
- Proven ability to manage budgets and resource allocation.
- Experience leading vendor-driven projects.
- Proficiency with MS Project or Smartsheet.
- Ability to manage multi-phase implementation programs.
- Strong risk and issue management experience.
- Executive reporting experience.
Preferred Qualifications
- PMP certification.
- Experience in State Government environments.
- Experience managing cloud migration initiatives.
- Experience overseeing cybersecurity or compliance projects.
