Position Overview: The Clinical Care Advocate (CCA) provides licensed clinical care advocacy support to Wounded, Ill, or Injured (WII) Marines and their families, working to identify  and resolve deficiencies in clinical evaluations and treatment. CCAs  help service members and their care teams overcome all barriers and gaps  in clinical care in order to optimize  medical outcomes. The CCA works in close collaboration with the WWR  Surgeon and serves as the primary point of contact for referred Marines,  ensuring they receive benefits and entitlements related to service- or  combat-connected ailments and disability. Note: CCAs are not providing  direct clinical care; malpractice insurance is not required. 


This Position is Contingent Upon Award

Support Hours: Applicant shall be available during core work hours as established by the Government customer.

Location: Pentagon / National Capital Region (Hybrid) 


Clearance Required: Active Secret  
 

Travel Requirement: Approximately 10% 

Position Responsibilities: 

  • Evaluate referred cases for mental health and complex care-related issues;  assess adequacy and effectiveness of clinical evaluations for all medical conditions. 
  • Make  initial contact with referred service members by phone or in person  within two business days of referral, or within 24 hours if deemed urgent. 
  • Conduct care needs assessments via telephone or in-person interviews; establish a file for each Marine engaged in this capacity. 
  • Assist  WII Marines and families to ensure receipt of benefits and entitlements related to service- or combat-connected conditions and disabilities. 
  • Follow  referred Marines through resolution of care issues, whether return to  duty, return to civilian life, or medical retirement/disability. 
  • Continually update WWR records (MCWIITS) for each Marine to identify treatment progress, status, and compliance with care plans. 
  • Facilitate referral and access to medical and mental health support resources,  including enrollment in highly specialized treatment programs for complex mental health, TBI, and substance abuse issues. 
  • Consult  and collaborate with multidisciplinary teams at MTFs, VA facilities,  and with affiliated clinical and non-clinical case managers. 
  • Review referred cases pending legal or adverse administrative action for combat-related mental health, TBI, or SMI issues. 
  • Serve as consultant to medical personnel and case teams regarding mental health and complex medical evaluation and treatment. 
  • Participate in multidisciplinary teams to identify deficiencies in evaluation and treatment, resolve barriers to care, and engage more effective treatment courses. 
  • Conduct outreach telephone calls to engage specific Marines identified by the WWR Call Center (WWCC), WWR Operations Center (WWOC), or WWR leadership. 
  • Assist non-service-connected veteran Marines in engaging appropriate health care systems (VHA, TRICARE, civilian providers, chaplain, support groups). 
  • Assist  Marine commands and medical personnel with information regarding WWR  programs, support services, and resources for mental health, SMI, and complex medical conditions. 
  • Conduct clinical case reviews and assist WWR staff in composing responses to Congressional Inquiries, IG Reports, and HQMC/DOD senior leadership requests. 
  • Within six months of employment, complete an individualized education plan per BUMEDINST 6300.17A. 

 

Requirements

 

  • Current, active state licensure in one of the following: Advanced Registered  Nurse Practitioner (ARNP); Registered Nurse certified by ANCC; Licensed  Clinical Social Worker (LCSW); Licensed Professional Counselor (LPC); Licensed Marriage and Family Counselor (LMFC); or Licensed Psychologist. 
  • Minimum two (2) years of experience in the mental health and/or deployment health arena, or equivalent experience as determined by the Regimental Surgeon. 
  • Knowledge of evaluation and treatment for medical and psychological ailments associated with military service, substance abuse, and Serious Mental  Illness (SMI). 
  • Knowledge of evaluation requirements for mental health and effective treatment strategies. 
  • Working knowledge of current clinical resources at MTFs, VA facilities, and civilian institutions. 
  • U.S. Citizenship required; ability to obtain a favorable T-3 background investigation. 
  • Ability to access DOD/DON IT systems (AHLTA/Genesis, MCWIITS). 
  • Compliance with HIPAA, Privacy Act, and all applicable DOD/DON regulations. 

Preferred Skills/Experience: 

  • Military exposure and/or experience, particularly familiarity with Marine Corps culture. 
  • Knowledge of DOD and VA medical care systems, alternative civilian care options,  and disability evaluation processes available to WII Marines. 
  • Experience with complex trauma, TBI, SMI, substance abuse, advanced cancer, and complex medical conditions. 
  • Familiarity with Marine Corps culture to facilitate assessment of social and environmental factors impacting Marines and family members. 
  • Knowledge of IDES, TSGLI, and SCAADL programs.
