The Facility Security Officer (FSO) is responsible for administering and overseeing the organization’s security program in compliance with government and company requirements. This role ensures the protection of classified information, facilities, and personnel, and serves as the primary liaison with government security officials.
Key Responsibilities
- Compliance Management: Implement and enforce the National Industrial Security Program Operating Manual (NISPOM) and other federal security standards.
- Personnel Clearances (PCL): Manage the lifecycle of employee security clearances, including initiating applications through systems like DISS or NBIS, conducting background check reviews, and processing indoctrinations or debriefings.
- Facility Clearances (FCL): Maintain the company's eligibility to hold an FCL, which involves managing documentation, preparing for government audits, and reporting organizational changes.
- Security Education & Training: Develop and lead security awareness programs, including initial briefings for new hires and annual refresher training on insider threats and classified data handling.
- Physical Security: Oversee access control systems, visitor management, alarm systems, and the safeguarding of classified materials in secure storage areas.
- Insider Threat Program: Lead and administer the Insider Threat Program as the designated Senior Official (ITPSO) to detect and mitigate risks from within.
- Inspections & Audits: Conduct regular self-inspections to ensure audit readiness for formal DCSA vulnerability assessments.
Experience and Skills
- Bachelor’s degree or equivalent experience in security, criminal justice, or related field
- Minimum of 8-10 years of experience in industrial or government security
- Experience serving as an FSO
- Active security clearance Top Secret clearance
- Strong knowledge of government security regulations, NISPOM, COMSEC and NATO, etc.
- Proficiency with security systems and databases (e.g., DISS, NISS, or equivalent)
- Strong attention to detail and organizational skills
- Excellent written and verbal communication
- Ability to manage sensitive and confidential information
- Problem-solving and critical thinking skills
- Ability to work independently and with cross-functional teams
- High level of integrity and professionalism
- Office-based with periodic facility inspections
- Interaction with government agencies and auditors
- Occasional travel required
