Qualifications:
- Maritime bachelor's or master's degree with 10-15 years of experience in a nautical discipline, preferably including experience as (S)DPO.
- Certification in Safety Management (NEBOSH/HVK) or equivalent
- Certification in Quality Management would be advantageous
- Auditing techniques (ISM Internal Auditor or equivalent)
- Designated Person Ashore (IMO Model Course)
- Company Security Officer (ISPS)
- Incident Investigation and Root Cause Analyses Training
- Proven track record in an HSEQ role with experience in maritime (towage) industry

Duties and Responsibilities:
HSEQ leadership:
- Promote and develop a strong safety culture, oriented on behavior based safety and an accountable and interdependent HSEQ team.
- Set up, implement and maintain operational HSEQ programs, drills and training.
- Monitor operational HSEQ performance (eg Safety Committees, Master Reviews etc.) , advise on improvements, follow up actions and close out.
- Create result driven and inspiring working environment within operational HSEQ team.
- Monitor HSEQ team performance and steer, train and mentor, motivate accordingly.
Strategy, Year Plan and Performance :
- Arrange a Management Review Meeting and report on yearly basis. Identified improvement to be monitored and implemented. Where needed to deliver input for the strategy and optimization of overall operational and Corporate HSEQ performance.
- Deliver accurate and up-to-date HSEQ performance reporting of subject KOTUG operation.
Management System:
- Responsible to create and maintain operational HSEQ documentation in support of the company policies and HSEQ standards.
- Responsible for communication and implementation policies, HSEQ standards and operational HSEQ documentation.
- Responsible to ensure up-to-date and relevant operational documentation is available on all relevant locations.
- To maintain up-to-date knowledge on operational HSEQ standards and developments
- Designated person for navigational standards and responsible to assign qualified persons to perform Navigational Verification Assessment. To maintain up-to-date knowledge on navigational developments.
- Designated person for maintaining DP standards on board vessels and responsible to regular review of DP practices, procedures and incidents to ensure standards are maintained by adopting improved practices, equipment, training and procedures.
Safety & Security Emergencies & Incidents:
- Member of Emergency Response Team as part of Vessel Management Team Rotterdam.
- Ensure that Emergency Response Plans are in place and regularly checked and tested, consult with Corporate Director HSEQ on level 3 plans, checks and exercises.
- Reporting of level 2 & 3 incidents as per procedures, including initial and follow-up reporting to Client, Flag, Board & Sr. Management.
- Executes incident investigations, recommending corrective actions, follow up and close out
- Acts as Designated Person Ashore (DPA); to ensure the safe operation of each ship and to provide a link between the company and those on board. This includes monitoring the safety and pollution prevention aspects of the operation of each ship and to ensure that adequate resources and shore-based support are applied, as required. The DPA has direct access to the Director of Operations and if required the Board.
- Acts as Company Security Officer (CSO), responsibilities of which are defined in Ships Security Plans when required.
Internal / External Audits:
- Responsible to plan, arrange, prepare and facilitate external audits & inspections KOTUG International.
- Responsible to plan, perform and follow-up on internal (SOLAS, MLC & ISO) audits of Kotug International.
- Responsible for reporting and follow-up of all findings identified in internal audits, external audits, inspections and internal improvement reports as per KOTUG reporting procedures.
- Build and develop effective relations with certifying bodies
Risk Management:
- Identification and assessment of risks in operation and significant operational changes
- Initiate, Support, Monitor and Close-Out operational Management of Changes process
- Initiates improvements, guides implementation and secures follow-up
