General Summary
Under general direction of the County Board of Supervisors, performs highly responsible administrative, strategic, and technical work in managing the County’s Information Technology operations and coordinating 911 emergency communications systems.
This position oversees all IT infrastructure, cybersecurity, and digital services across county departments while ensuring the reliability, compliance, and operational readiness of the County’s 911 system and public safety communications.
Essential Functions
A. Develop and implement long-term technology strategies and initiatives
B. Ensure all systems are reliable, secure, cost-effective, and meet user needs
C. Provide direction and guidance to County leadership on technology decisions
D. Oversee emergency communications systems and 911 coordination
Information and Technology Duties
A. Manage all IT systems including servers, networks, endpoints, applications, and infrastructure
B. Research, design, implement, and maintain systems including cabling, fiber, and equipment
C. Administer Active Directory, Microsoft 365, and hybrid environments
D. Develop and enforce IT policies and procedures
E. Oversee cybersecurity, monitoring, and incident response
F. Manage backups, disaster recovery, and business continuity planning
G. Maintain asset management systems
H. Lead IT projects, upgrades, and migrations
I. Manage vendors, contracts, and procurement
J. Operate and improve help desk services
K. Supervise IT staff and coordinate workloads
L. Provide countywide support for computers, phones, and systems
M. Remain on-call or arrange after-hours support as needed
911/Emergency Communications Duties
A. Serve as County 911 Coordinator
B. Oversee daily operations of 911 systems and infrastructure
C. Ensure compliance with CJIS, FBI, and state regulations
D. Manage CAD, radio systems, NG911, telephony, and call recording
E. Coordinate with law enforcement, fire, EMS, and regional partners
F. Support dispatch operations and training readiness
G. Maintain 911 server room and infrastructure
H. Provide IT support to Emergency Operations Center (EOC)
I. Participate in emergency planning and response activities
J. Ensure redundancy and uptime for critical systems
Law Enforcement & Public Safety Support
A. Support Sheriff’s Office systems including:
B. Body cameras and in-car video systems
C. Evidence management systems
D. RMS/JMS platforms
E. Mobile data terminals (Toughbooks)
F. Jail systems, fingerprinting, and surveillance
G. Act as Security Officer for 911 Center systems and CJIS compliance
Qualifications
A. Bachelor’s degree in IT, Computer Science, Emergency Management, or related field (or equivalent experience)
B. 5 years progressive IT experience with leadership responsibilities
C. Experience with public safety or emergency communications systems
D. Strong knowledge of:
E. Windows Server and Active Directory
F. Microsoft 365 / Azure
G. Networking, firewalls, and infrastructure
H. Virtualization / HCI (Scale Computing preferred)
Preferred Qualifications
A. Experience in local government IT
B. Familiarity with 911 systems, CAD, and radio communications
C. Experience with ManageEngine, Veeam, and Scale Computing HC3
D. Cellebrite certification or ability to obtain
E. Relevant IT or cybersecurity certifications
