We are seeking a Civil Estimator with approximately 5-7 years of heavy civil estimating experience to join the team in Katy, Texas.

About the Role

The Civil Estimator will be responsible for developing accurate, competitive cost estimates and bid packages for projects involving civil site development, earthwork, grading, underground utilities, roadway construction, drainage, and related infrastructure scopes. This individual will work closely with preconstruction, operations, project management, subcontractors, suppliers, and business development to evaluate opportunities and develop competitive bids across the greater Houston region and broader U.S. market.

Responsibilities

• Prepare complete and competitive estimates for heavy civil construction projects, including earthwork, mass excavation, grading, site development, storm and sanitary sewer systems, water distribution, underground utilities, roadway, paving, drainage, and related civil infrastructure.
• Perform detailed quantity takeoffs from civil drawings, specifications, geotechnical reports, surveys, and other bid documents.
• Utilize estimating and takeoff platforms such as Agtek, HCSS HeavyBid, Bluebeam, On-Screen Takeoff, or comparable software.
• Develop labor, equipment, material, subcontractor, and productivity assumptions to create accurate project cost models.
• Solicit, evaluate, and level subcontractor and supplier quotations to ensure complete and competitive bid coverage.
• Review plans, specifications, addenda, and contractual requirements to identify scope gaps, constructability concerns, cost drivers, bid risks, and ambiguities requiring clarification.
• Participate in pre-bid meetings, site visits, and project clarification discussions to develop a thorough understanding of project scope and site conditions.
• Assemble complete bid packages and ensure submissions comply with owner requirements, bonding requirements, qualifications, and bid instructions.
• Develop and maintain historical cost data, unit-cost databases, production rates, and productivity benchmarks to improve future estimating accuracy.
• Support post-bid activities, including scope reviews, buyout discussions, value engineering, and estimate-to-operations handoff.
• Partner with project management and operations teams to ensure estimating assumptions, production expectations, and project risks are clearly communicated following award.
• Monitor local market conditions, including material pricing, labor availability, equipment costs, and subcontractor capacity.
• Help develop and standardize estimating templates, workflows, cost databases, and procedures as the U.S. estimating organization continues to grow.

Qualifications

• 5-7 years of civil construction estimating experience, preferably with a heavy civil, site development, infrastructure, or underground utility contractor.
• Experience within the Texas or Gulf Coast construction market is strongly preferred.
• Bachelor's degree in Civil Engineering, Construction Management, or a related discipline preferred; equivalent hands-on estimating experience will also be considered.
• Strong knowledge of civil construction methods and costs associated with earthwork, excavation, grading, drainage, underground utilities, roadway construction, paving, and site development.
• Demonstrated ability to perform detailed quantity takeoffs and develop complete estimates from construction documents.
• Ability to read and interpret civil drawings, specifications, geotechnical reports, surveys, and related technical documentation.
• Working knowledge of estimating and takeoff software such as Agtek, HCSS HeavyBid, Bluebeam, OnScreen Takeoff, or equivalent platforms.
• Strong proficiency with Microsoft Excel and cost-analysis tools.
• Strong analytical ability with a high level of accuracy and attention to detail.
• Ability to manage multiple pursuits and perform effectively under demanding bid schedules and deadlines.
• Strong communication and interpersonal skills with the ability to develop productive relationships with subcontractors, suppliers, general contractors, owners, and internal project teams.
• Collaborative, hands-on mentality suited to an organization actively building and expanding its U.S. operations.
