Position Overview:
KODA Technologies is seeking a Senior Technical Intelligence Advisor – Foreign Air and Missile Defense Systems to provide strategic technical direction and senior-level technical leadership to KODA intelligence analysis efforts. This is a non-management senior technical position intended for a nationally recognized subject matter expert who can guide complex technical work, mentor analysts and engineers, support customer engagement, and help expand KODA's skill base and customer base in Scientific and Technical Intelligence Center-related mission areas.
The successful candidate will bring deep expertise in foreign air and missile defense systems, including integrated air defense systems, command and control, engagement concepts, surveillance and fire-control radars, missile interceptors, surface-to-air missile systems, battle-management architectures, and associated sensor-to-shooter kill chains. The candidate should have an established reputation and strong working familiarity with the Scientific and Technical Intelligence Center community and related DoD, Intelligence Community, and Service intelligence organizations.
This role will provide technical guidance across KODA efforts involving foreign threat system analysis, foreign materiel exploitation, Technical SIGINT, radar and weapon-system characterization, threat modeling, system performance assessment, and intelligence-informed support to missile defense, integrated fires, test, modeling and simulation, and acquisition customers.
Responsibilities:
-
Provide senior technical direction and/or subject matter expertise for intelligence analysis efforts focused on foreign air and missile defense systems, integrated air defense systems, radars, command and control, interceptors, effectors, and threat-system operations.
-
Serve as a principal technical advisor to efforts supporting foreign threat system analysis, foreign materiel exploitation, Technical SIGINT analysis, radar and electronic order-of-battle assessment, and threat-system performance characterization.
-
Guide analytic approaches for characterizing foreign sensor, C2, and weapon-system capabilities, including radar modes, operating concepts, engagement timelines, kill-chain behavior, system-of-systems integration, mobility, survivability, and operational employment.
-
Perform/support analysis of foreign ground-based air defense radars, missile defense radars, fire-control radars, acquisition and surveillance radars, command posts, launchers, interceptors, and associated communications and data-link architectures.
-
Provide senior technical review of intelligence products, threat assessments, engineering analyses, reverse-engineering studies, exploitation reports, briefings, and customer deliverables.
-
Work with internal and external partners to develop products and services for new and existing customers that leverage deep threat expertise.
-
Translate intelligence findings into actionable technical insights for missile defense architecture assessment, test planning, modeling and simulation, system engineering, acquisition trades, and operational threat representation.
-
Support customer engagement with DoW, Intelligence Community, Service, laboratory, and Scientific and Technical Intelligence Center stakeholders.
-
Serve as the key senior advisor to KODA leadership in identifying new mission opportunities, shaping technical approaches, developing white papers, supporting proposals, and expanding KODA's customer base in technical intelligence and foreign threat analysis.
-
Mentor engineers, analysts, and emerging subject matter experts in foreign air defense systems, missile defense systems, radar phenomenology, SIGINT-derived technical analysis, and intelligence-informed engineering assessment.
-
Support the development of KODA internal training, short courses, lunch-and-learns, communities of practice, and technical knowledge-sharing activities related to foreign air and missile defense threats.
-
Contribute to KODA's reputation for high-quality, technically rigorous, mission-relevant analysis by maintaining strong professional relationships across the technical intelligence, missile defense, radar, and foreign materiel exploitation communities.
Requirments:
-
Bachelor's degree in engineering, physics, mathematics, computer science, intelligence studies, or a related technical discipline. Equivalent combinations of technical education, military experience, intelligence-community experience, and demonstrated subject matter expertise may be considered.
-
15 years of experience in technical intelligence, scientific and technical intelligence, threat-system analysis, radar analysis, missile defense, integrated air and missile defense, foreign materiel exploitation, Technical SIGINT, or closely related national-security technical domains.
-
Deep technical expertise in foreign air and missile defense systems, including command and control, radar systems, interceptors/effectors, engagement operations, and integrated air defense architectures.
-
Demonstrated experience supporting or working with Scientific and Technical Intelligence Center organizations, Service intelligence centers, DoD intelligence production organizations, national laboratories, or related technical intelligence customers.
-
Strong understanding of radar system fundamentals, including radar modes, waveforms, antenna concepts, electronic scanning, tracking, fire-control functions, discrimination, signal processing, electronic protection, and operational signatures.
-
Experience interpreting or applying Technical SIGINT, FME-derived data, intelligence reports, test data, engineering data, or all-source intelligence to characterize foreign threat-system performance and operational capability.
-
Demonstrated ability to provide technical leadership without direct line-management authority, including mentoring, technical review, analytic direction, customer interface, and cross-functional team guidance.
-
Ability to communicate complex technical intelligence findings clearly to senior government customers, engineers, analysts, program managers, and non-specialist decision makers.
-
Demonstrated ability to prepare high-quality technical briefings, analytic reports, white papers, proposals, and customer-facing technical products.
-
Self-starter with strong judgment, intellectual curiosity, technical rigor, collaboration skills, and commitment to mission impact.
Preferred Requirements:
-
Advanced degree in electrical engineering, radar systems, physics, aerospace engineering, systems engineering, applied mathematics, intelligence studies, or a related field.
-
20 years of experience in foreign air defense, missile defense, radar intelligence, Technical SIGINT, foreign materiel exploitation, or intelligence-informed system engineering.
-
Recognized reputation in the Scientific and Technical Intelligence Center community as a senior subject matter expert in foreign air and missile defense systems.
-
Experience with foreign radar exploitation, emitter characterization, ELINT/FISINT/MASINT-informed analysis, radar parametric assessment, or threat-system reverse engineering.
-
Experience with foreign integrated air defense systems, surface-to-air missile systems, theater missile defense systems, strategic missile defense systems, counter-air architectures, and sensor-to-shooter kill chains.
-
Experience supporting MDA, Army, Air Force, Space Force, Navy, DIA, NASIC, MSIC, NGIC, ONI, CIA, NSA, or related intelligence and acquisition customers.
-
Knowledge of foreign command-and-control networks, air-defense doctrine, missile engagement operations, electronic warfare, datalinks, battle management, and operational employment concepts.
-
Experience developing threat models, system performance estimates, engagement timelines, parametric databases, intelligence-informed M&S inputs, or test threat representations.
-
Prior experience supporting proposal development, customer shaping, capture strategy, technical volume writing, or new-business development in technical intelligence mission areas.
-
Publication, teaching, technical-fellow, senior-service, national-lab, or community-recognized subject matter expert credentials.
What Success Looks Like:
Within the first year, the successful candidate will have helped KODA strengthen its technical intelligence capability, improve the quality and credibility of foreign threat-system analysis products, mentor internal staff, deepen customer relationships, and identify new opportunities where KODA's radar, missile defense, systems engineering, modeling, test, and analytical capabilities can support the Scientific and Technical Intelligence Center community.
