Vice President of Preconstruction | Hyperscale Data Center Development

We are representing a rapidly scaling digital infrastructure developer seeking a Vice President of Preconstruction to lead and build the enterprise-wide preconstruction function across a major hyperscale data center pipeline.
This is not a traditional preconstruction leadership role focused on a handful of projects.
This is a high-impact executive position responsible for defining how preconstruction operates across the business - setting the strategy, building the leadership structure, driving procurement and commercial strategy, and ensuring projects are positioned for successful execution at scale.
The successful candidate will operate as one of the senior accountable leaders across development and construction, partnering closely with executive leadership on the delivery of large-scale, mission-critical infrastructure programs across North America.
The Opportunity
This individual will own preconstruction across the full project lifecycle - from early site diligence and budgeting through procurement strategy, construction sequencing, and transition into delivery.
The role requires both strategic leadership and deep operational credibility, with responsibility for scaling the function, building high-performing teams, and supporting the company’s aggressive long-term growth plans.
Key responsibilities include:
- Defining and leading the enterprise-wide preconstruction strategy and operating model
- Building and leading the preconstruction leadership team across Directors, Senior Directors, and technical specialists
- Overseeing enterprise-level budgeting, estimating, cost modeling, and schedule development across the pipeline
- Leading procurement strategy for major equipment, long-lead materials, and strategic vendor partnerships
- Driving construction sequencing, delivery planning, and risk management across multiple concurrent programs
- Leading executive-level subcontractor and vendor negotiations
- Establishing scalable preconstruction standards, playbooks, bid strategies, and handoff processes
- Partnering closely with Development, Engineering, Construction, Finance, and executive leadership teams
- Providing executive-level reporting around project readiness, procurement health, delivery risk, and commercial strategy
- Playing a key role in organizational design, team development, and long-term function scalability
Ideal Background
We are particularly interested in senior preconstruction and construction leaders who have operated at enterprise scale within mission critical, industrial, or large-scale infrastructure environments.
Strong consideration will be given to individuals with:
- 15 years of experience across preconstruction, estimating, construction operations, or program leadership
- Experience owning or building a preconstruction function at company or enterprise level
- Deep understanding of mission critical or technically complex infrastructure projects
- Strong commercial, procurement, and vendor management capabilities
- Executive-level communication skills with experience presenting to C-suite leadership and Boards
- Experience building leadership teams and scaling operational functions
- Strong understanding of construction logistics, contractor mobilization, and long-lead procurement strategy
- A strategic mindset balanced with the ability to stay close to project execution when required
