Summary

Performs security procedures and life safety functions in compliance of proper safety and security regulations, restrictions and procedures relative to life safety measures at assigned facilities and locations that are owned or managed by the Public Building Authority (“PBA”).

Essential Duties and Responsibilities

The specific statements shown in each section of this description are not intended to be all-inclusive. They represent typical elements and criteria necessary to successfully perform the jobs of assigned areas.

  • Assists with providing continuous surveillance of all facilities that are PBA owned and/or managed, including special surveillance in high-risk areas.
  • Provides continual inspection of safety and maintenance deficiencies and problems at PBA owned and/or managed buildings and facilities and reports problems to supervisor or appropriate PBA staff member(s) on an on-going basis.
  • Ensures that proper security and life safety measures are provided for the visiting public and the building tenants at PBA owned and/or managed facilities.
  • Provides assistance and information to the public and any building tenants at the assigned PBA facility or during duty rounds at PBA assigned location.
  • Answers the department telephones, provides callers with requested information, make appropriate referrals or takes messages, as required.
  • Monitors proper operations and reports malfunctions of the communications equipment, building security and life safety equipment, surveillance equipments, proprietary alarm systems equipment, and mechanical equipment used at all facilities that are PBA owned and/or managed.
  • Maintains log of security and life safety related operations and/or incidents.
  • Investigates accidents and incidents at PBA owned and/or managed facilities and takes statements from witnesses.
  • Assists with garage operations and traffic control during peak traffic periods at garage facilities that are PBA owned and/or managed.
  • May ensure routine opening and lock down of Assembly Rooms at the City County Building or other meeting rooms at PBA owned and/or managed facilities. Assists with preparation arrangements for on-going or special meetings in the Assembly Rooms when assigned to the City County Building or other meeting rooms at PBA owned and/or managed facilities.
  • Ensures proper authorization of and monitors after-hours access of PBA owned or managed buildings and facilities. Assists with monitoring after-hours operations of custodial, maintenance and service personnel
  • Provides courier services for PBA offices at various locations.
  • Assists with key control of all facilities that are PBA owned and/or managed.
  • Provides back-up assistance at the Information Desk, Security Checkpoints or other locations owned and/or managed by PBA as needed.
  • Patrol and write tickets as assigned based off role and location.
  • Assists with emergency evacuation of visitors, building tenants and PBA employees in crisis or life safety situations.

Competencies

To perform successfully in this position, an individual should demonstrate the following competencies:

  • Surveillance of Building, Facilities and Grounds: Must be knowledgeable of standard surveillance rounds and provide general surveillance. Checks doors, entries and other areas of access. Must be able to respond to maintenance and security problems. Must be knowledgeable of locking and unlocking procedures. Must be able to provide surveillance in high risks areas and be knowledgeable of hazards, vandalism, and suspicious persons. Must be able to conduct patrols and complete patrol rounds and surveillance on grounds and outdoors facilities such as Volunteer Landing. Must be knowledgeable of Volunteer Landing inspections and surveillance procedures. Must be able to activate and deactivate elevators and open, close and inspect restrooms located at Volunteer Landing facility.
  • Continual Inspection of Buildings, Facilities and Grounds For Safety and Maintenance Deficiencies: Must be knowledgeable of safety hazards and security concerns; maintenance problems and construction and maintenance site hazards; alarm system location and procedures for silencing alarms; Halon and automatic sprinkler fire suppression systems. Must also be knowledgeable of routine vs. emergency situations and procedures. Must be able to perform dispatch duties and perform Safety and Services office duties. Must be able to use building safety equipment and apparatus. Must be knowledgeable of and be able to use standard forms correctly. Must be knowledgeable of and be able to clean/replace smoke detector pods, inspect fire hoses and jail range hood fire extinguisher, assist in annual inspection of fire extinguishers, assist in fire extinguisher replacement, conduct monthly fire extinguisher inspection and assist with semi-annual sprinkler tests.
  • Visitor & Tenant Safety: Must be able to respond to requests to escort tenants and visitors from PBA owned and/or managed facilities, as needed. Must respond promptly to tenant or visitor needs and requests for service and assistance, which includes providing assistance to physically challenged individuals. Must be able to manage difficult or emotional tenant or visitor situations.
  • Visitor & Tenant Relations: Must be knowledgeable of buildings, facilities, hours of operation, and location of various departments and agencies to provide assistance and information to visiting public and building tenants. Services will be provided from locations, such as the Safety Office(s) and Information Desk(s) located at the City County Building. Officer will also provide assistance and information while on rounds. Must be knowledgeable and able to handle telephone requests for assistance and information in an efficient and professional manner. Must be able to respond to maintenance problems, as appropriate.
  • Safety, Security & Mechanical Equipment Monitoring: Must be knowledgeable of each system’s purpose and the prescribed procedures for responding to various alarms. Must be able to effectively monitor the watch tour and door alarm functions (Metasys Systems). Must be knowledge of Simplex Systems’ priority codes, procedures and be able to respond to and acknowledge Simplex Systems’ fire alarms and document or log in various alarms occurrences. Must be able to monitor alarms at the Andrew Johnson Building. Must be knowledgeable of and be able to check and re-adjust surveillance cameras, report radio malfunctions, and give first response to elevator malfunctions. Must be able to effectively and accurately read pressure gages and record the readings. Must be able to compare readings to forms.
  • Maintenance of Daily Log: Must be knowledgeable of purpose of various documentation logs, the types of incidents and information that are necessary to be recorded. Must be able to enter legible, succinct and understandable bulletized entries. Must be knowledgeable of and be able to use 10-codes and signals. Must be knowledgeable of additional documentation required, as necessary.
  • Investigate accidents and incidents on or within PBA owned and/or managed grounds/facilities: Must be knowledgeable of the different accident/incident types. Must be able to take witness statements and contact and/or assist other investigators. Must write clear, concise and informative reports and edit work for spelling and grammar. Must be able to record numerical data accurately. Must be able to read and interpret written information. Must be able to accurately complete reports forms.
  • Meeting Room Arrangements, Lock-Down and Opening of Assembly Rooms, Meeting Room Equipment: Must be knowledgeable of preparation procedures and posting of schedule on menu boards for meetings and special events. Must be knowledgeable of and be able to set up rooms for regularly scheduled meetings and special events. Must be knowledgeable of lock down routes, door locations and locking/opening mechanisms, opening and lock down procedures, lighting types and switch locations, radio verification procedures, and general maintenance guidelines and security check points and procedures of meeting rooms. Must be knowledgeable of and be able to operate lighting and activate the screen in the Main Assembly of the City County Building. Must be able to prepare and operate sound system(s) in the Main Assembly of the City County Building. Must be able to effectively monitor the elevators and to turn elevators on and off and to tag-out elevators.
  • After Hours Access of Buildings and After Hours Monitoring of Custodial, Maintenance and Service Personnel: Must be knowledgeable and able to effectively read identification cards and monitor after-hours authorizations for building access. Must be able to compare lists to ensure use of current authorization lists and documents. Must be knowledgeable of access procedures at the City County Building, the Andrew Johnson Building, the Knox County Courthouse, and the Dwight Kessel Garage. Must be knowledgeable of any special access procedures and be able to make appropriate judgments and decisions. Must be knowledgeable of and be able to monitor workers who are authorized to have after hours access to the buildings/facilities. Must be able to respond to special custodial and/or maintenance requests and provide other after hours service response.
  • PBA Courier Services: Must be able to provide competent and regularly-scheduled courier services to PBA facilities and special courier services for PBA on an as-needed basis. Must be able to complete deliveries and special assignment timely. Must be able to deliver and post conference and meeting room schedules.
  • Key Control: Must be knowledgeable of key and access control procedures and be able to effectively use procedures to check keys in and out of using the key roster. Must be able to deliver and be accountable for keys.
  • PBX Operations: Must be knowledgeable of and be able to log on the PBX computer(s), locate phone numbers using PBX computer database, answer and transfer telephone calls, and report any problems or malfunctions with the PBX system and equipment.
  • Emergency Evacuations: Must be knowledgeable of the locations of permanent, non-ambulatory employees and the nature of their disabilities; location of non-ambulatory visitors, locations of primary and safe havens. Must be knowledge of location of, and be able to operate the “Evac Chairs” on stairways and on level floors.
  • Two-Way Radio Equipment: Must be knowledgeable of field set operation, common call signs, base unit operation, FCC regulations, and proper maintenance of radio. Must speak clearly in positive or negative situations. Must listen effectively and get clarification when needed.
  • Safety and Security: Must observe safety and security procedures and be able to determine appropriate action beyond guidelines. Must report potentially unsafe conditions to supervisor or other appropriate staff member. Must be able to use equipment and materials properly and in a safe manner.
  • Problem Solving: Able to identify and resolve problems in a timely manner, gather and analyze information skillfully and develop alternative solutions, when appropriate. Must work well in group problem-solving situations. Must use reason even when dealing with emotional topics or individuals.
  • Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skills, and abilities required.

Education and/or Experience:

  • Minimum of a high school diploma or general education degree (GED).
  • Minimum of two (2) years' experience and/or training in all phases of building security and life safety operations and procedures.
  • Minimum of one (1) year of experience in the operation and monitoring of building emergency and surveillance equipment required in security and life safety operations, to include computer operations and applications.
  • Minimum of one (1) year exemplary performance as PBA Safety Officer I and mastery of all PBA Safety Officer I competencies.

Computer, Machine & Equipment Skills

Must be able to effectively operate/use the following machinery and equipment:

  • Personal computer, keyboard, mouse and peripherals to access PBA's email communications system, monitor Simplex alarm devices, and Monitor Metasys system.
  • Closed Circuit television monitors
  • 35mm and/or digital camera
  • Master elevator controls equipment
  • Intercom systems
  • Vehicular Parking Gate Equipment
  • Two-way Radio
  • PBX Telephone Operator Station
  • Installed Fire Protection Equipment

Other Skills and Abilities

  • Knowledge of investigating and incident reporting techniques including reports of theft or vandalism, missing property, medical emergencies, personal injuries, traffic accidents, fires or bomb threats.
  • Ability to assist in initial response to medical emergencies to coordinate and facilitate medical attention by appropriate medical personnel.
  • Ability to assist with life-threatening emergencies such as fires, bomb threats, and serious accidents.
  • Ability to respond immediately and initiate appropriate action to emergency alarms, such as halon, fire, help and elevator alarms.
  • Ability to assist in managing adverse situations such as electrical power outages, severe weather conditions, crowd control, unauthorized premises intrusion, altercations, and prisoner escape.
  • Ability to read gauges and other measurement devices and record appropriate data.
  • Knowledge of FCC regulations and common call signals for two-way radio equipment.
  • Knowledge of radio 10 (ten) codes and signals.
  • Ability to use PBX operation system.

Special Qualifications

  • Must have no felony convictions. Must have no misdemeanor convictions that would compromise the mission of the Public Building Authority.
  • Must possess and maintain a valid driver's license.

Physical Requirements

The employee is regularly required to:

  • Walk up to 4 and 1/2 miles and to walk up and down stairs frequently during their assigned shift.
  • Use their hands to finger, handle, feel or manipulate equipment and tools or to retrieve objects.
  • Reach with hands and arms fully extended.
  • Stoop, kneel, crouch, or crawl; talk and hear.
  • Smell for smoke or other non-toxic fumes.

The employee is frequently required to:

Work Environment
