Job Description

Project/Program:

This position is for an expert Business Analyst. The BA in this position will provide expertise in the development and support of Dedicated Support Agency- DOCCS. These applications are both legislatively mandated and critical to the successful support of the agency and public safety. The BA will develop and/or maintain system artifacts and documentation including business requirement and project process documentation, training plans, test cases and test plans, quality assurance and contingency operations plans and reports.

Day-to-day Tasks

Daily Tasks include but are not limited to the following:

• Work with end users to review/analyze existing workflows, reports, documentation or system artifacts to document business/system requirements and processes.
• Participate in business user and stakeholder meetings for requirements gathering sessions.
• Develop, write, and maintain detailed, comprehensive and well-organized functional documents such as use cases/user stories, process models/flow diagrams, screen mock-ups according to ITS standards.
• Perform analysis of what statistical reports will be needed, document the requirements and design the reports.
• Develop or maintain detailed test plans/test cases/test scripts from documented system requirements utilizing Quality Center.
• Execute functional and system tests including regression tests using manual and automated testing tools and record results using HP ALM/Quality Center.
• Identify and document application defects and track to resolution, performing retesting as required.
• Identify and document deficiencies in system documentation (e.g. missing or ambiguous requirements) identified during the testing process.
• Ensure appropriate test coverage by mapping system requirements to test cases
• Develop or maintain training or user acceptance testing plans and Tier 1 support guides
• Interact with ITS staff, business users and stakeholders as necessary to determine and implement functional and technical requirements.
• Participate in status meetings and provide weekly reports.
• Provide knowledge transfer to state staff in order to implement and support the system.
  
  

Mandatory Qualifications

Business Analyst –

Analyzes an organization or business domain (real or hypothetical) and documents its business or processes or systems, assessing the business model or its integration with technology with distinct deliverables to a solution.

Expert

84 Months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.

Requested Qualifications

• 84 months experience eliciting/extracting detailed business requirements from customer/project stakeholders or system artifacts.
• 84 Months experience in obtaining and writing business, user and functional requirements, use cases, process models, workflows, creating screen mock-ups, report mock-ups and technical documents with attention to detail.
• 60 months experience developing/maintaining test plans and detailed test cases, executing those tests, validating test results and logging/tracking related defects.
• 36 months experience using HP Quality Center.
• 24 months experience designing user interfaces using tools such as Balsamiq or equivalent.
