Office of Hospital Care and Community Transitions (OHCCT) Center for Human Resources Management (CHRM) Center for Human Resource Management (CHRM) Overtime (OT) The Veterans Health Information Systems and Technology Architecture (VistA) /Pharmacy ManagementThe State Facility Enterprise Reporting (SFER) for Office of Mental Health.
OHCCT supports hospitals to strengthen Mental Health admission, treatment, and discharge practices and related outcomes in OMH-licensed Inpatient Psychiatric Units and Comprehensive Psychiatric Emergency Programs (CPEP), and 9.39 Emergency Department (ED).Tracking care transitions between inpatient, CPEP, EDs, residential and ambulatory levels of care, foster positive and supportive relationships between OMH, hospitals, community-based agencies and identify/track capacity and demand of services available.
The Center for Human Resources Management (CHRM) Portal allows for the Office of Mental Health agency and human resources to examine key elements of established positions and their incumbents as of a selected effective date, using data from the Department of Civil Service's New York State Electronic Personnel System. The Overtime (OT) Portal includes overtime hours worked based reports.The facilities data, based on overtime hours entered into OMH’s Automated Time and Attendance System, is uploaded to the Human Resources Management System (HRMS), and then to the CHRM Data Warehouse.
The Veterans Health Information Systems and Technology Architecture (VistA) /Pharmacy Management data elements from the VistA application provides comprehensive medication and vaccine reporting. This includes both existing and new patient and pharmacy management data elements from the Data Warehouse.
The State Facility Enterprise Reporting (SFER) site offers the Office of Mental Health's State Facilities a comprehensive collection of reports is provided for inpatient, outpatient, residential, family care and screenings census data, admissions, discharges and health services reports, staff services, patient and facility reports, management indicators and statistical reports.
Day-To-Day Tasks
Daily Tasks will include but not limited to the following:

Day-To-Day Tasks
Daily Tasks will include but not limited to the following:
- Work as a liaison among stakeholders in order to elicit, communicate and validate the requirements for changes to current business reporting requirements and policies for the development of new operational reports and analytics.
- Conduct data analysis of business and user needs and developing business requirements documents in accordance with the requirements and protocol of the ITS EIM Division during multiple project phases to convert the numerous Oracle Portals, Business Areas, and Discoverer Workbooks to the current Oracle analytical reporting platform.
- Create business documentation (Business Requirement documents, use cases, swim lanes, process documentation) that detail the Business Intelligence reporting requirements and deliverables for reports, dashboards, and ad hoc tools.
- Work closely with Data Warehouse and Business Intelligence technical team members and various OMH Business Owners to create Business Requirement documentation and to communicate the business requirements to the technical team for development of logical and physical dimensional data model reporting requirements.
- Collaborate with data modelers, ETL developers, programmers and the business owners to translate report requirements, provide clarification of business rules, prioritize development, obtain signoff and ensure successful delivery of accurate end user reporting requirements.
- Create and execute test scripts, scenarios, and test plans to validate initial business requirements and report output through the DEV, QA and PROD migrations testing for accuracy and sign off on deliverables.
- Assist in providing training & end user support for OMH staff utilizing the Analytics tool.
Business Analyst -

Requested Qualifications
- 84 months data analytical background experience with business intelligence tools to design reports (for example OBIEE, SQL, Microsoft Excel) or data analysis business solutions for operational reports.
- 84 months experience in quality assurance testing of reports, SQL analytics, Oracle SQL knowledge, managing defects, development of Business Intelligence report user acceptance documents including test plans.
- 60 months experience soliciting application and report requirements, end user documentation development, specifically business reporting requirements documents (BRDs), use cases, report mockups, wire frames, and flow diagrams. Ensures that requirements are understood, conveyed, and met.
- 60 months experience with all phases of support specifications development including design, testing and maintenance of reports.
- 60 months experience developing and implementing system and work-flow processes in a Business Intelligence environment.
- Bachelor’s degree in business intelligence, information science, criminal justice, health science, computer science, mathematics, or public/business administration.
- CBAP (Certified Business Analysis Professional) certification by the International Institute of Business Analysis (IIBA).
