The Assistant Housing Director supports the overall management and operations of Knik Tribe’s Housing Department and acts on behalf of the Housing Director when they are absent. This position provides oversight, guidance, and administrative direction to ensure programs, services, and housing activities are delivered in accordance with Tribal policies, federal regulations, and community needs. The Assistant Housing Director works collaboratively with staff, Tribal leadership, residents, and external partners to maintain safe, compliant, and culturally respectful housing operations.

PRIMARY DUTIES AND RESPONSIBILITIES:

· Assist the Housing Director with daily operations, strategic planning, budgeting, and overall administration of the Housing Department.

· Provide leadership, supervision, and guidance to Housing Department staff, ensuring tasks are completed accurately, timely, and in alignment with departmental goals, Tribal policies, and applicable regulations.

· Act as the primary authority and point of contact in the absence of the Housing Director, providing operational oversight and decision making as needed.

· Oversees the administration of Tribal housing programs funded through the U.S. Department of Housing and Urban Development (HUD), Bureau of Indian Affairs (BIA), Indian Community Development Block Grant (ICDBG), Indian Housing Block Grant (IHBG), Native American Housing Assistance and Self-Determination Act (NAHASDA), Low-Income Housing Tax Credit (LIHTC), and other federal, state, Tribal, and private funding sources. Ensure compliance with all applicable laws, regulations, grant requirements, and Tribal policies.

· Prepare, coordinate, and submit required plans, reports, and compliance documentation, including Indian Housing Plans (IHPs), Annual Performance Reports (APRs), environmental reviews, financial and programmatic reports, and other reports required by funding and oversight agencies.

· Manage existing grants, contracts, and Memoranda of Understanding (MOU’s) in accordance with applicable Tribal, federal, and state laws and regulations. Ensure effective implementation of funding, timely reporting, fiscal accountability, and program compliance.

· Under the direction of the Housing Director, identify, pursue, and manage federal, state, and private funding opportunities to support housing development, rehabilitation, infrastructure improvements, and resident services, including preparing competitive grant applications and administering awarded funds.

· Coordinate and monitor housing development, rehabilitation, modernization, and capital improvement projects funded through IHBG, ICDBG, LIHTC, BIA, and other funding sources, ensuring projects are completed on schedule, within budget, and in compliance with applicable requirements.

· Evaluate housing program needs and recommend improvements to enhance services, address community priorities, and support the long-term housing goals of the Tribe.

· Maintains strong, collaborative, and respectful relationships with tenants, the Housing committee, Tribal leadership, community members and external partners, including HUD, state housing authorities, contractors, and other funding or oversight agencies.

· Support development and implementation of housing programs, tenant services, maintenance schedules, community outreach initiative, and other department activities.

· Monitor the condition of housing units, coordinate inspections, and oversee maintenance, rehabilitation, and construction projects to ensure quality, safety, and regulatory compliance.

· Address tenant complaints, disturbances, and lease violations, ensuring issues are resolved fairly, professionally, and with cultural sensitivity while maintaining compliance with Tribal policies and applicable housing regulations.

· Maintain accurate records, tracking systems, databases, and documentation to support transparency, accountability, reporting, and regulatory compliance.

· Perform all other duties as assigned.

Job Specifications:

· Comprehensive knowledge of Tribal housing programs and applicable federal, state, and Tribal regulations.

· Strong leadership and supervisory skills.

· Excellent organizational and project management skills, with the ability to prioritize multiple projects, meet deadlines, and manage competing priorities.

· Knowledge of budget development, grant administration, contract management and fiscal oversight.

· Strong verbal and written communication skills.

· Ability to analyze complex issues, exercise sound judgement, and make decisions.

· Proficiency in Microsoft Office Suite and the ability to learn and effectively use housing management software.

· Commitment to providing culturally respectful, customer focused services while maintaining confidentiality, professionalism, and integrity.

Required Qualifications:

· Bachelor’s degree in Business Administration, Public Administration, Housing Management, Community Development, or related field, required. An equivalent combination of education and progressively responsible experience may be considered.

· Five (5) years of progressively responsible experience in Tribal housing, affordable housing, property management, housing program administration, community development, including leadership experience in program administration, regulatory compliance, budgeting, grant management and staff supervision.

· Demonstrated knowledge of NAHASDA, IHBG, ICDBG, LIHTC, HUD regulations, BIA programs, and other applicable federal housing regulations.

· Three (3) years’ experience managing grants, contracts, and MOUs.

· Three (3) years of supervisory experience, including coaching, mentoring, and evaluating staff performance.

· Three (3) years of experience in budget development, financial management, and program fiscal oversight.

· Experience preparing, reviewing, or coordinating federal housing reports, including IHPs, APRs, or similar programmatic and financial reports, preferred.

· Experience coordinating housing development, rehabilitations, modernization, or capital improvement projects preferred.

· Valid Alaska driver’s license with an acceptable driving record.

· Ability to successfully pass state and federal background checks.

Schedule: Monday – Friday; 8:00 AM – 5:00 PM

Salary: DOE/E. Plus full benefits FEHB medical, dental, vision, life insurance, paid leave and holidays, and retirement plan with matching contributions.
