Position Summary / Objective:

KMS Solutions is seeking a Senior Management Analyst to provide program management and certification support to the Undersea Special Mission Systems program office (PMS 390) located at the Washington Navy Yard in Washington, DC. PMS 390’s mission includes: Assessment/Underwater Work System (AUWS), Submarine Rescue System-Rescue Capable System (SRS-RCS), and the Submarine Rescue System-Submarine Decompression System (SRS-SDS). They are also responsible for the coordination of R&D initiatives, acquisition, test and evaluation, in-service support, and recommend certification of Dry Deck Shelter (DDS) and Special Operations Forces (SOF) Host Submarine (HOSUB) Systems. This includes responsibility for future SOF Undersea Mobility Systems and technical support for all matters pertaining to SOF Undersea Mobility; and other projects as directed. This position specifically supports the Special Operations Forces branch

Essential functions:

  • Provide senior level support on Undersea Special Mission Systems programs specifically to the Special Operations Forces (SOF) Program.
  • Team lead on the VIRGINIA Class Rapid Lock-Out Trunk (LOT) Certification process which includes planning, coordination, technical management, stakeholder engagement, leading working groups, and support developing Program Office processes to rapidly certify hulls.
  • Supports review of programmatic and technical documentation to the SOF HOSUBs and/or DDS, adjudication of technical comments, and provides SME technical assessment.
  • Develop executive presentations and brief Senior leaders to the submarine and SOF community in regard to the Rapid LOT certification.
  • Define and develop project plans, schedules, and cost estimates for specific SOF projects.
  • Support in any Strategic Plan tasks and performs other related duties as assigned.
  • Support and accompany PMS390 clients in ADHOC meetings, often requiring travel or in office support.

Required education and experience:

  • Active SECRET DoD security clearance.
  • Bachelor’s degree in technical or management field
  • At least 10 years supporting DOD

Preferred education and experience:

  • Knowledge of Deep Submergence Systems Scope of Certification (DSS-SOC)
  • Experience in certifying assets to DSS-SOC and/or SUBSAFE certification
  • Familiarity with Department of Navy and NAVSEA
  • Program/project management experience
  • Navy Program Office experience

Competencies:

  • Proficiency in Microsoft Office, specifically, Word, Excel, PowerPoint, and Outlook software.
  • Excellent verbal and written communication skills, as well as presentation skills.
  • High comfort level working with and around all military/organizational levels, clients, customers, suppliers, and visitors.
  • Must be highly reliable and demonstrate personal initiative to operate in a fast-paced environment with changing priorities.

Additional Eligibility Requirements

Work authorization/security clearance requirements:

An active DoD Secret security clearance. [special clearances, etc. If applicable, insert information regarding government contracts or special requirements.]

Position Type/Expected Hours of Work:

The typical workday is eight hours in length. Some flexibility in hours is allowed, with concurrence from the supervisor. Attendance at prescheduled mandatory meetings is required. Must be available during the core work hours as determined by your contract/location and must account for the required number of hours in a pay period to maintain Full-time status.

Telework:

  • 10% telework may be allowed depending on customer requirements

Travel:

  • Ability to travel CONUS; potential to travel OCONUS
  • Travel up to 15% may be required.
