Program Analyst / Action Officer - 6 month Temporary Position

Position Summary / Objective:

This position supports the Direct Reporting Portfolio Manager’s staff providing administrative and engineering support during the standup of this new organization within the U.S. Navy’s acquisition portfolio. Provides support in evaluating transition planning, instructions, policies, and governance documentation. Serves as an advisor and action officer managing, tracking, executing, and reporting program initiatives and actions. This is a temporary position with an expected duration of 6 months, subject to change based on customer requirements.

  • Evaluate transition planning efforts, including review of existing instructions, policies, and governance documentation to identify gaps, outdated guidance, or required updates.
  • Collect, review, and analyze qualitative and quantitative information to develop recommendations.
  • Draft revised or new instructions, policies, governance documents, and supporting materials to enable organizational stand-up and realignment activities.
  • Develop transition plans, implementation timelines, milestones, and detailed action lists to guide organizational stand-up for the new Direct Reporting Portfolio Manager.
  • Coordinate personnel realignment actions, track progress, identify issues, and communicate status to leadership.
  • Serve as an advisor and action officer, managing, tracking, executing, and reporting program initiatives and priority actions across the organization.
  • Develop and deliver governance frameworks, reports, decision briefs, presentations, action trackers, and other required deliverables to support leadership decision-making.
  • Collaborate with internal and external stakeholders to ensure alignment of organizational processes, roles, and responsibilities within the Navy’s acquisition enterprise.
  • Support implementation of recommended improvements, including monitoring progress, validating outcomes, and adjusting strategies as directed.

Required education and experience:

  • An active DoD Secret security clearance.
  • Bachelor’s degree in Business Administration, Public Administration, Engineering, Management, or a related field.
  • Five years of experience within the Department of the Navy working organizational management and/or supporting government or defense programs, including working with instructions, policies, and governance documentation.

Preferred education and experience:

  • Five years of experience within Naval Sea Systems Command and/or naval Program Office environment working organizational transition and/or management, including working with instructions, policies, and governance documentation.
  • Engineering programmatic background.

Competencies:

  • Proficiency in Microsoft Office, specifically, Word, Excel, PowerPoint, and Outlook software.
  • Ability to analyze complex organizational and programmatic issues and develop actionable solutions.
  • Excellent verbal and written communication skills, as well as presentation skills; including the ability to prepare professional reports, briefs, and presentations.
  • Ability to work independently and collaboratively in a fast-paced, dynamic environment.
  • Proficiency drafting and editing correspondence, documents, briefings, instructions, policies in accordance with the Navy Correspondence Manual and style guides.
  • High comfort level working with and around all military/organizational levels, clients, customers, suppliers, and visitors.
  • Must be highly reliable and demonstrate personal initiative to operate in a fast-paced environment with changing priorities.
  • Demonstrate ability to be a team player; works well with others; contributes positively to work/team environment and continually seeks ways to enhance contribution to the team.
  • Handles differing situations, problems, and deviations in the work office according to general instructions, priorities, duties, policies and program goals.
  • Experience performing analytical tasks such as data collection, data analysis, process evaluation, and development of recommendations for organizational improvement.

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, and photocopiers.

While performing the duties of this job, the employee is regularly required to talk or hear. Excellent listening skills are essential. The employee frequently is required to stand, walk, use hands to finger, handle or feel, and reach with hands and arms and have a lifting capacity of a minimum of 20 lbs.

Position Type/Expected Hours of Work:

This is a temporary position with an expected duration of 6 months, subject to change based on customer requirements. The typical workday is eight hours in length. Some flexibility in hours may be allowed, with concurrence from the supervisor. Attendance at prescheduled mandatory meetings is required. Must be available during the core work hours as determined by your contract/location and must account for the required number of hours in a pay period to maintain Full-time status.

Telework:

  • Situational telework may be allowed after an introductory period (normally at least 6 months). However, telework allowances may change based on customer requirements.

Travel:

  • Ability to travel CONUS
  • Travel up to 10% may be required.
